INTRODUCTION

The need for a directory o f training schools caring for delinquent
children was brought to the attention of the Children’s Bureau by its
Advisory Committee on Training Schools for Socially Maladjusted
Children, which recommended that the Bureau publish such a
directory.
The directory herewith presented, prepared by the Child Guidance
Division o f the Bureau, includes only training schools under public
auspices whose primary function is care o f delinquent children.
The information is presented in two sections: (1) State training
schools and (2) county and municipal training schools. The section
on State training schools lists 115 institutions, and includes those
under the auspices o f the State government in the 48 States, the
schools serving the District of Columbia, and the Territorial and
Insular schools in Hawaii and Puerto Rico. The section on county
and municipal training schools lists 43 schools under county and
municipal auspices that reported the care o f delinquent children fol­
lowing court disposition ; detention homes and other institutions that
were reported as providing only temporary care pending court hear­
ing are excluded. State departments o f public welfare supplied
the lists o f county and municipal training schools from which were
selected those schools caring for children following court disposition
whose primary function was the care of delinquent children.
Information was obtained through a questionnaire addressed to
eachi school. The original inquiry included several questions per­
taining to administration, treatment program, and finances. The
replies to these questions, however, revealed such a wide variation
in the policy and practice of the different schools and in the interpre­
tation o f the questions that presentation o f comparable data for these
items would require more detailed explanation than seemed practi­
cable for a directory. It was therefore decided to omit such items
from the directory.
The name o f the superintendent, the capacity o f the school, and
information with regard to age for admission are given as o f March
1, 1940. The data on population are given as of June 30, 1939, be­
cause the fiscal year for a large number o f the schools ends on
June 30,

Introduction

For the State schools the age for admission is given as it is
specified either in the law governing the institution or in the
juvenile-court law o f the State. In a number o f States these legal
provisions have been modified by administrative policies or rulings.
I f such policy or ruling was reported, this is indicated in a paren­
thetical statement following the legal provision. The laws o f a few
States specified certain exceptions to the general age limitations for
admission, as, for example, the provision for commitment o f a child
under the lower age specified if his offense would be a felony i f com­
mitted by an adult. In such cases a parenthetical statement, “ except
in certain circumstances,” is entered, but no details are given. The
age for admission to the county and municipal schools is not usually
specified by law as in the case of the State schools. Therefore this
information given for the county and municipal schools is that re­
ported by them without reference to whether the ages are specified
by law or administrative rulings.
For the population data by color or race, the three classifications,
white, Negro, and “ other races” are those used by the United States
Bureau o f the Census. “ Other races” includes Mexican, Indian,
Chinese, Japanese, Filipino, Hindu, Korean, and all others.
The order followed in listing the institutions within each State is :
For State schools— (1) those caring for boys only, (2) those caring
for girls only, and (3) those caring for both boys and girls; for the
county and municipal schools— (1) county schools and (2) municipal
schools.
