I have the honor to transmit herewith the Bureau’s 1950 Directory
of Labor Unions in the United States, which was prepared in response
to the many requests for up-to-date information about labor organi­
zations. This Directory is a revision of Bulletin No. 937, issued
June 1948. It lists all known national and international unions, and
State labor bodies, and gives general information about the unions
and the structure and activities of the American labor movement.
The Directory was prepared in the Bureau’s Division of Industrial
Relations by Theodore W. Reedy and William Paschell under the
supervision of Nelson M. Bortz.

Directory of Labor Unions in the United
States
The 1950 Directory
This issue of the Directory of Labor Unions in the United States is
based primarily on information obtained by questionnaires sent to
national and international unions in the autumn of 1949.1 Wherever
possible, it has been corrected to include changes which have occurred
through early 1950. Data on membership and the number of locals
generally relate to the first 6 months of 1949.
In all, 209 unions are listed, including 107 affiliates of the American
Federation of Labor, 33 affiliates of the Congress of Industrial Organi­
zations, and 69, usually called independents, unaffiliated with either
of the 2 major labor federations.2
Among the independent unions are the four train and engine service
(“ operating” ) railroad brotherhoods. Other unaffiliated unions in­
clude those which at one time or another have been identified with
the AFL or CIO. Noteworthy examples are the United Mine Workers
of America and the International Association of Machinists.
The 107 member unions of the AFL, oldest and largest federation,
founded in 1881, range in size from under 100 to approximately
1,000,000 members. The CIO, founded in 1938, has 33 international
unions presently affiliated and generally is similar in structure to the
AFL. Several other groups of unions have banded together to form
loose federations. Perhaps the largest of these is the Confederated
Unions of America, which describes itself as a national federation of
independent unions. According to claims made in the testimony of
representatives of the CUA before a congressional committee in
May 1949, it had 70 affiliated unions and “ over 100,000” members.
The Railway Labor Executives’ Association is a voluntary associ­
ation of the chief executive officers of 21 AFL, CIO, and independent
organizations which represent most of the organized railway workers

in the United States and Canada. While not a federation in the
sense of those groups listed above, it functions as a coordinating and
policy-directing body in legislative and other fields of mutual concern
to organized railroad workers.
Both the AFL and the CIO maintain State and city organizations
which the locals of their affiliated unions within an area are expected
to join. These State and local groups assist in organizing campaigns,
consider problems of mutual interest, and are actively interested in
legislation favorable to workers. At the beginning of 1950, the AFL
had 50 State federations of labor, including Alaska and Puerto Rico,
and 811 city central bodies. The CIO reported 41 State industrial
union councils, including the District of Columbia and Puerto Rico,
and 245 city and county councils. A listing of the State AFL and
CIO groups, together with their officers, begins on page 52.
Membership and Size

Unions vary in their definition of membership. Some include as
“ members” only employed workers whose dues are not in arrears for
more than a specified period. Other unions include members who are
retired or inactive, temporarily unemployed, or in the armed services.
In some instances apprentices are included. Some unions measure
their size in terms of all workers covered by their collective bargaining
agreements, irrespective of how many workers actually pay dues to the
union. Membership is frequently reported on a “ per capita” basis,
i. e., the actual number of members on whom dues are remitted for a
given period, either by a local to its parent union or by the parent
union to an affiliated body such as the AFL or the CIO.
In a strict sense, the membership data of the separate unions are
not comparable, particularly between major federations, and an
estimated total obtained by adding the data for the separate unions
cannot be regarded as an exact measurement of the total union strength
in the United States.
The Bureau of Labor Statistics addressed a special questionnaire
to all unions, requesting information on membership based on the
average number of dues-paying members in the first 6 months of 1949
(see copy of questionnaire, p. 67). Many unions (170) provided
membership information on this basis, and this information appears in
this Directory. For several other unions, membership data were
obtained from publications or reported per capita payments to a
parent federation. In no case, however, are the membership data
to be construed as verified Government statistics.
An estimate based on membership information supplied to the
Bureau of Labor Statistics by many unions and on other available

sources would place the total trade-union membership in the United
States in 1949 as between 14 and 16 million.3
Thirty-five of the two hundred and seven unions for which some
membership information was available had more than 100,000 mem­
bers each. Of the remaining 172, almost one-half fell within the
10,000 to 100,000 member range, and one-quarter had less than 5,000
members (table 1). Six unions claimed over 500,000 members each.
This distribution closely resembles that shown in the June 1948
Directory. A larger group, however, is included in the “ under 1,000”
classification, because information for several small unions was in­
cluded for the first time.
Approximately 20 percent of the 204 national and international
unions which furnished information on the number of locals had
more than 500 locals each (table 2). Almost 50 percent had fewer
than 100 locals. In all, it is estimated that more than 70,000 local
unions are affiliated with these 204 unions.

Frequency of Union Conventions and Publications

The highest policy-making body of a union is usually a convention
of delegates representing the members. In all, 191 national and inter­
national unions have conventions scheduled at stated intervals.
Fifty-seven hold conventions every year, and 72 every 2 years.
Eighteen meet every 3 years, 28 every 4 years, and 13 every 5 years.
One union meets semiannually; 2 others, every 18 months. Four

dum vote of their membership. Seven unions, mostly small, have no
constitutional provision for holding conventions. No information
is available for 7 others.
Aftotal*of 170 national or international unions of the 209 listed in
the Directory have official publications, of which 119 are issued
monthly, 9 weekly, and 17 biweekly or semimonthly. Fourteen unions
have bimonthly and 9 have quarterly publications. Two unions issue
their publication at irregular intervals. Of the 39 unions with no

publication, 13 have less than 1,000 members, and 16 from 1,000 to
10,000. The 10,000 to 50,000 group have 8 unions with no publication.
Only 2 unions with more than 50,000 members lack official publications.
Research and Education Directors

Eighty of the listed unions reported employees specifically engaged
as research directors, and 48 reported that they employed education
directors. Forty-five unions had both research and education direc­
tors, but in 27 instances these 2 positions were held by the same
individual. In some instances the president or secretary-treasurer also
acts as research or education director but is not listed as such in the
Directory.
Major Affiliation Changes Since June 1948

Since publication of the last Directory of Labor Unions in June 1948,
the American Federation of Labor chartered two new unions: the
Flight Engineers’ International Association in December 1948 and the
Railway Patrolmen’s International Union in July 1949.
During the same period the Congress of Industrial Organizations
chartered four unions. The Communications Workers of America,
formerly independent, was granted a CIO charter in June 1949.
Concurrently with this action, the Telephone Workers Organizing
Committee (TWOC) was merged with the new CIO affiliate. The
Optical and Instrument Workers of America, previously an organizing
committee, and the American Radio Association, composed primarily
of ship communications officers, were also chartered. The fourth
charter was issued to the International Union of Electrical, Radio and
Machine Workers, after expulsion of the United Electrical, Radio and
Machine Workers of America by action of the 1949 CIO convention.
The United Farm Equipment and Metal Workers of America, which
had been ordered by the CIO executive board to merge with the
United Automobile Workers-CIO, chose, instead, to merge with the
United Electrical Workers and was also expelled. Trials by members
of the executive board were also scheduled against a group of 10 other
left-wing unions and their officers.4
Nine of the unions listed in the present Directory have made
changes in their official titles since issuance of the last Directory.

American Federation of Labor was adopted in 1886. In that year,
the Federation had 13 national and international unions with a total
membership of approximately 150,000. Today the AFL has 5 major
departments, 107 national and international unions, and 50 State and
Territorial branches. For the year ending August 31, 1949, the aver­
age membership of the AFL, based on per capita tax payments re­
ceived from affiliated unions, was 7,241,290. Ninety-two AFL unions
provided membership figures on the Bureau of Labor Statistics ques­
tionnaire used in the preparation of this Directory. The combined
membership of these 92 unions, as reported to the Bureau, is more than
1 million larger than the average membership on which these unions
paid per capita tax to the AFL as of the year ending August 31, 1949.
From these reports it appears that the total membership of all unions
affiliated with the AFL is over 8,000,000.

The function of the Union Label Trades Department is primarily to
publicize the official emblems— union labels, shop cards, and service
buttons— of 56 affiliated national and international unions. It also
promotes the sale of union label goods and the patronage of union
services.

COUNCIL

This organization performs for Government employes in AFL
unions functions somewhat similar to those performed by the various
AFL trades departments in their respective fields. The Government
Employes Council is composed of 22 unions. Its chairman is Leo E.
George, who is also president of the National Federation of Post Office
Clerks. Offices of the Council are located at 900 F St. NW., Wash­
ington 4, D. C.
AFL ORGANIZING COUNCILS

These councils are formed at a stage prior to attaining status as
full-fledged affiliated national unions. As of early 1950, the AFL had

The Committee for Industrial Organization (CIO) was formed in
November 1935 to organize unions in certain mass production indus­
tries on an industrial basis, irrespective of skills. The original commit­
tee was composed of 8 AFL unions. Differences between the AFL and
its CIO-affiliated unions resulted in the latter’s suspension and ulti­
mate expulsion from the AFL. In 1938, the CIO adopted a constitu­
tion and its present name, the Congress of Industrial Organizations.
As of early 1950, the CIO had 33 national and international unions,
and 41 State industrial union councils.

All national and international unions known to the Bureau of Labor
Statistics are included, as well as a number of smaller labor organ­
izations not strictly “ national” in scope but whose structure and
bargaining activities indicated that the union had at least two local
branches and agreements with more than one employer. In several
instances unions were listed, irrespective of their structure, if informa­
tion indicated that they had negotiated 10 or more agreements with
employers and had a membership of 1,000 of more. Each organization
is listed alphabetically by the key word or words identifying the craft
or industry within which the union operates and all information con­
cerning the union, including its affiliation with either the AFL or the
CIO, o,r its status as an “ independent” or unaffiliated union, will be
found under this listing. For the convenience of those who are
accustomed to referring to a union by its full official title (e. g.,
International Union, United Automobile, Aircraft and Agricultural
Implement Workers of America) a “ finding list” appears in the back
of the Directory.
In the preparation of this year’s Directory each previously listed
union was asked to bring its information up to date. All unions,
including those not heretofore listed in the Directory, were provided
with a brief questionnaire for convenience in reporting the requested
data and most of them supplied the information necessary for an
adequate listing in the Directory. In some instances it was necessary
to supplement the reply by reference to official union sources such as
convention proceedings, officers’ reports, or journals. As regards
membership data, each union was requested to indicate its average
dues-paying membership for the first half of 1949. The membership
figure for each union is, therefore, that submitted directly to the
, Bureau of Labor Statistics except when noted in the following manner:
