P r e fa c e
This bulletin d escrib es the prin cipal features of
nine supplemental unemployment benefit plans in effe ct
in e a rly 1963. While a ll of the plans w ere designed p r i ­
m a rily to provide w eekly supplements to State unem ploy­
ment insurance benefits, m ost also provid e other benefits
such as m oving allowances and separation pay. Six of the
nine plans are b elieved to be rep resen tative o f other SUB
plans in the cement, glass, rubber, p rim a ry m etals, fa b ­
ricated m etal products, and automobile manufacturing in ­
dustries. The other plans a re the only ones known to be in
effe ct in the apparel, construction, and w ater tra n sp or­
tation industries.
This digest was prepared in response to the
many inquiries which the Bureau rec e iv e s concerning SUB
plans, and as part o f the Bureau* s continuing p rogra m of
em p loyee-b en efit plan studies.

C r e d it units a r e used by "p o o le d fund" plans to d e te r m in e the p o te n tia l
d u ration o r w e e k ly amount o f u n em ploym en t b e n e fits . A w o r k e r u su ally a c c ru e s
units fo r the w eek s that he r e c e iv e s pay, but a lim it is p la c e d on the nu m ber
that he m a y h ave to h is c r e d it at any one tim e . W h ile the va lu e o f the unit r e ­
m ain s fix e d under som e o f the plans (1 c r e d it unit equ als 1 w eek o f b e n e fits ),
in o th ers it v a r ie s w ith the fin a n c ia l p o s itio n o f the fund. W id e s p re a d o r lo n g la s tin g la y o ffs m a y red u ce the va lu e o f the c r e d it units, p a r tic u la r ly fo r w o r k e r s

m a y , h o w e v e r, red u ce the amount o f paym en ts under so m e plans, as

Th e m a x im u m du ration o f u n em ploym en t
b e n e fits u su ally depends on both the num ber o f units a w o r k e r has to his c r e d it
and the fin a n c ia l p o s itio n o f the fund. When the fu nd's fin a n c ia l p o s itio n is b e ­
lo w a p r e s c r ib e d le v e l, the va lu e o f the c r e d it units u su a lly d e c lin e s , p a r tic u ­
la r ly fo r w o r k e r s w ith sh ort len gth o f s e r v ic e , so that the m a x im u m d u ration
is cu rta ile d .

Th e sh ort w o rk w e e k b e n e fit w hich som e plans p ay to a w o r k e r not c o m ­
p le tin g a fu ll w eek o f w o rk , is d e te rm in e d by m u ltip ly in g a s p e c ifie d p e r c e n ta g e
o f the w o rk e r*s b a se h o u rly ra te (w hich m a y in clu d e a c o s t - o f- liv in g a llo w a n c e )
by the num ber o f hou rs that the w o r k e r d oes not w o rk . U nder so m e plans, the
p e rc e n ta g e depends on the rea so n fo r schedulin g the sh ort w o rk w eek .
