In attendance: Robert Hoge Erik Jansen Gary Marks (Chair) Michael Ross Donald Scarinci Jeanne Stevens-Sollman Thomas Uram Heidi Wastweet 1. Chairperson Marks called the meeting to order at 10:02 A.M. 2. Chairperson Marks welcomed new member Thomas Uram to the Committee. 3. The letter and minutes of the June 26, 2012 meeting were unanimously approved. 4. Ron Harrigal of the United States Mint presented the candidate reverse designs for the 2013 Native American $1 Coin. 5. The Committee eliminated designs 2013-NA-R-01, 2013-NA-R-02, 2013-NA-R03, 2013-NA-R-04, 2013-NA-R-05, 2013-NA-R-06 and 2013-NA-R-08 due to lack of interest. After each member had commented on the remaining candidate designs, members rated the remaining designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With seven (7) members voting, the maximum possible point total was 21. By Committee rule, a majority of the maximum possible point total (i.e. 11) was required to garner the Committee’s recommendation. The committee’s scores for the reverse designs for the 2013 Native American $1 Coin were: Designs: 2013-NA-R-01: 0 2013-NA-R-02: 0 2013-NA-R-03: 0 2013-NA-R-04: 0 2013-NA-R-05: 0 2013-NA-R-06: 0 2013-NA-R-07: 10 2013-NA-R-08: 0 2013-NA-R-09: 8 2013-NA-R-10: 11 (Recommended design) 2013-NA-R-11: 7 2013-NA-R-12: 7 2013-NA-R-13: 3 6. Ron Harrigal of the United States Mint presented proposed themes for the reverse of the 2014 and 2015 Native American $1 Coins. The proposed theme for both years was “westward expansion” with a sub-theme of “Exploring the Louisiana Purchase” for 2014 and “Securing the Pacific Northwest” for 2015. 7. After discussion on the proposed themes, a motion was made by Mr. Ross, and seconded by Ms. Stevens-Sollman, to recommend reconsideration of the proposed themes for the reverse of the 2014 and 2015 Native American $1 Coins to provide a theme related to the Lewis and Clark expedition for 2014 and a theme for 2015 focused on a Native American contribution unrelated to “westward expansion”. The motion was unanimously approved. 8. Ron Harrigal of the United States Mint presented the candidate obverse and reverse designs for the Code Talkers Congressional Gold Medals for the Hunkpati Dakota Oyate Crow Creek Tribe and the Sisseton Wahpeton Sioux Tribe. 9. After discussion regarding the candidate designs for the Hunkpati Dakota Oyate Crow Creek Tribe medal, a motion was made by Mr. Scarinci, and seconded by Mr. Ross, to recommend Obverse-01 and Reverse-01 as presented. The motion was approved on a vote of four (4) ayes and three (3) nays. 10. Committee members rated proposed obverse and reverse designs for the Sisseton Wahpeton Sioux Tribe by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With seven (7) members voting, the maximum possible point total was 21. By Committee rule, a majority of the maximum possible point total (i.e. 11) was required to garner the Committee’s recommendation. The committee’s scores for the obverse and reverse designs were: Sisseton Wahpeton Sioux Obverse: 01: 18 (Recommended design) 02: 1 Sisseton Wahpeton Sioux Reverse: 01: 3 02: 21 (Recommended design) 11. A motion was made by Ms. Stevens-Sollman, and seconded by Mr. Scarinci, was approved unanimously to invert the relative positions of the words “Act of Congress 2008” and “World War I – World War II” as they appear on the Hunkpati Dakota Oyate Crow Creek Tribe Reverse-01. 12. Chairperson Marks led a discussion on the approval of the 2011 CCAC Annual Report. A motion was made by Mr. Jansen, and seconded by Chairperson Marks, to approve the 2011 Annual Report with an amendment to change the recommended mintage levels for the proposed 2016 commemorative program honoring the 90th anniversary of the establishment of U.S. Highway Route 66 from 500,000 to 750,000, and with an additional amendment to eliminate the proposed 2015 commemorative program honoring the National Fallen Firefighters Memorial, with an understanding that the program would be restored in the Committee’s 2012 annual report. The motion was unanimously approved. 13. There being no further business, Chairperson Marks adjourned the meeting at 1:32 p.m.
