1. Chairperson Lannin opened the meeting at 10:03 am.

2. The minutes of the June 27, 2016 meeting and the letters to Secretary Lew were
approved unanimously, after a second by Robert Hoge.

3. Greg Weinman read the requirements of the 2018 Breast Cancer Awareness
Commemorative Coin Design Competition, noting that the legislation required
two separate three-person sub-committees, each with three members from both
the Citizens Coinage Advisory Committee and the Commission on Fine Arts. As
only three Committee members expressed an interest in serving on the subcommittee, the Committee members unanimously voted in Mary Lannin, Jeanne
Stevens-Sollman and Dennis Tucker as the representatives. The motion was
made by Robert Hoge and seconded by Erik Jansen.
4. April Stafford of the United States Mint briefed the Committee on the theme of
the Preamble to the Declaration of Independence for the 2018, 2019 and 2020

American Eagle Platinum Proof Program – “Life, Liberty and the Pursuit of
Happiness.” Each artist was tasked with creating three designs that not only
represent Life (2018), Liberty (2019) and the Pursuit of Happiness (2020), but
also work together congruently as a series. The artists were given the option to
present a reverse design to be considered as the consistent reverse for this
series. After review of the artwork, the following votes were cast:

Set 2018 – 7 portrays Liberty plating the seed for future sustenance, holding a
child in her arms and teaching the child to sow seeds. The furrowed earth
represents the forethought and labor required to sustain life, the tree and stream
represent Nature, suggesting the need to be good stewards of the environment.

Set 2019 – 7 portrays Liberty holding her torch, lighting the way westward, and
holding a book representing the rule of law, with mountains, fields and streams
behind her.

Set 2020 – 7 depicts Lady Liberty harvesting the fruits of her labor with a young
girl at play nearby. She carries an overflowing cornucopia as a symbol of the
physical, intellectual and spiritual bounty that liberty makes possible.

Rev – 09 depicts an eagle in flight, an olive branch in its talons, with its wings in a
forward motion, suggestive of the curvature of the coin.
5. Robert Hoge made a motion, seconded by Erik Jansen, that the following changes
be incorporated into Set 7:
- simplify the backgrounds on all three obverses
- Move the word “Liberty” to a coronet (which would need to be added to the
design) on obverses for 2018 and 2020 to comply with law and thereby
simplify the designs
The motion passed with one abstention.

Robert Hoge made a second motion, seconded by Heidi Wastweet, that the
sword be removed from 2018-07. The part of the motion to remove the sword
had three in favor, one against and three abstentions, and therefore passed.

Other recommended changes to the design that were discussed, but not formally
voted on were:
- Changing the facial expression on the adult female figure in 2020-07 to
something less stern
- Simplify the cornucopia in 2020-07
- Distinguish the landscape in all three years to be something that is unique to
that coin (e.g. land, sea)
7. With no further Committee business, Chairperson Lannin made a motion to
adjourn the meeting, seconded by Donald Scarinci. The meeting was adjourned
at 12:47 pm.
