In attendance: Michael Bugeja Erik Jansen Michael Moran Gary Marks (Chair) Michael Olson Donald Scarinci Heidi Wastweet 1. Chairperson Marks called the meeting to order at 9:05 A.M. 2. Deputy Director Richard Peterson administered the oath-of-office to new Committee member Michael Moran. 3. The letter and minutes of the September 27, 2011 meeting were unanimously approved. 4. Ron Harrigal of the United States Mint presented the candidate reverse designs for the 2013 America the Beautiful Quarters Program, inclusive of coins honoring White Mountain National Forest in New Hampshire, Perry’s Victory and International Peace Memorial in Ohio, Great Basin National Park in Nevada, Fort McHenry National Monument and Historic Shrine in Maryland and Mount Rushmore National Memorial in South Dakota. 5. After each member had commented on the candidate designs, Committee members rated proposed designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With seven (7) members voting, the maximum possible point total was 21. The committee’s scores for the 2013 America the Beautiful Quarters Program were: White Mountain National Forest: NH-01: 1 NH-02: 10 NH-03: 2 NH-04: 7 NH-05: 7 Perry’s Victory and International Peace Memorial: OH-01: 7 OH-02: 1 OH-03: 0 Great Basin National Park: NV-01: 17 (Recommended design) NV-02: 1 NV-03: 2 NV-04: 1 Fort McHenry National Monument and Historic Shrine: MD-01: 8 MD-02: 3 MD-03: 0 MD-04: 2 Mount Rushmore National Memorial: SD-01: 11 (Recommended design) SD-02: 1 SD-03: 5 SD-04: 4 6. Ron Harrigal of the United States Mint presented the candidate reverse designs for the 2012 American Eagle Platinum Coin Program. The design theme for 2012 is “To Provide for a Common Defence” as included in the Preamble of the United States Constitution. 7. After each member had commented on the candidate designs, Committee members rated proposed designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With seven (7) members voting, the maximum possible point total was 21. A motion by Mr. Scarinci, and seconded by Mr. Olson, to recommend removing all interior images other than the sculpture from Perry’s Victory design OH-01 failed on a vote of two (2) ayes and five (5) nays. A subsequent motion by Mr. Bugeja, and seconded by Ms. Wastweet, to make no recommendation concerning designs for the Perry’s Victory quarter was approved on a vote of four (4) ayes and three (3) nays. 8. The Committee recessed for lunch at 12:29 p.m. and reconvened at 1:44 p.m. 9. Ron Harrigal of the United States Mint presented the candidate obverse and reverse designs for the 2012 First Spouse Gold Coin and Medal Program honoring Alice Paul, Frances Cleveland, and Caroline Harrison. 10. After each member had commented on the candidate designs, Committee members rated proposed designs by assigning 0, 1, 2, or 3 points to each, with higher points reflecting more favorable evaluations. With seven (7) members voting, the maximum possible point total was 21. The Committee discussed potential commemorative coin program recommendations for inclusion in the Committee’s FY2011 Annual Report. A motion by Mr. Jansen, and seconded by seconded by Mr. Marks, to include a recommendation in the annual report for a 2015 commemorative coin program honoring the 13th Amendment to the Constitution was approved on a unanimous vote. An additional motion was made by Mr. Bugeja, and seconded by Mr. Jansen, to include a recommendation in the annual report for a 2016 commemorative coin program honoring the 150th anniversary of the American Society for the Prevention of Cruelty to Animals (ASPCA) to include a half dollar and silver dollar was approved on a unanimous vote. Finally, the Committee discussed a potential commemorative program for 2016 honoring Highway Route 66. A motion by Mr. Olson, and seconded by Mr. Jansen, to forward a recommendation for a 2016 commemorative program for Route 66 that would include a series of eight clad half dollars, each bearing a common reverse with each of the eight obverses honoring one of the eight states through which Route 66 traverses was approved on a vote of six (6) ayes and one (1) abstention. 12. At the conclusion of the discussion of commemorative coin programs, the Committee further discussed reverse designs for the 2012 First Spouse Gold Coin and Medal Program. A motion by Mr. Olson, and seconded by Ms. Wastweet, to recommend replacing the depiction of the painted orchid appearing on reverse design CH-O-R5 with a rendering of a plate painted by Mrs. Harrison that features an orchid was approved on a unanimous vote. Mr. Olsen moved and Mr. Bugeja seconded to recommend that a four leaf clover privy mark be included on the reverse design of the Caroline Harrison coin in recognition of her moniker which was a four leaf clover. The motion was approved unanimously. Subsequently, Mr. Moran made a motion, which was seconded by Mr. Olson, to recommend that in the event the Mint uses reverse design CH-O-R5 without pursuing the Committee’s prior recommendation concerning Mrs. Harrison’s orchid plate that the paint brush shown in the proposed image of the same design be redrawn to be shown over the lily pedal. The motion was unanimously approved. Finally, Ms. Wastweet made a motion, which was seconded by Mr. Moran, to alter the hairstyle shown on the Frances Cleveland 1st term reverse design FC1-R-05 to reflect the fringed hairstyle common to Mrs. Cleveland at the time period in question. The motion was approved on a unanimous vote. 13. There being no further business, Chairperson Marks adjourned the meeting at 3:56 p.m.
