FEDERAL RESERVE BANK OF DALLAS F IS C A L A G E N T O F TH E U N ITE D ST A T E S Dallas, Texas, June 12,1945 P EN ALTY ENVELOPES HELD B Y ISSUING AGENTS To All Qualified Issuing Agents of United States Savings Bonds, Series E : Under Post Office Department regulations all special penalty envelopes used for forwarding savings bonds to purchasers on or after July 1, 1945, must contain in the upper right corner, in parenthesis, centered beneath the words “ Penalty for Private Use to Avoid Payment of Postage, $300,” one of the following identifying symbols: “ PMGC” or “ GPO.” All penalty envelopes furnished you by this bank in the future will carry the appropriate symbol; however, if you have any penalty envelopes on hand on July 1, 1945, which do not carry one of the above symbols, it will be necessary to supply the symbol “ PMGC” by rubber stamp or otherwise immediately below the penalty clause on each envelope before it is placed in the mails. Special penalty labels are covered under the same regulations, but inas much as they are furnished by the Government Printing Office they should all carry the symbol “ GPO.” All such labels held by you on July 1, 1945, therefore, should be stamped or overprinted with the symbol “ GPO” before being used in the mails.
