Issued Pursuant Thereto, Relating to Transactions
in Foreign Exchange, Etc.
To all Banking Institutions, and Others Concerned,
in the Second Federal Reserve District:

For your information we quote below the text of a telegram received today from the
Treasury Department:

GENERAL LICENSE NO. 40 UNDER EXECUTIVE ORDER NO. 8389, APRIL 10, 1940, AS
AMENDED, AND REGULATIONS ISSUED PURSUANT THERETO, RELATING TO TRANSACTIONS IN FOREIGN EXCHANGE, ETC.*

(1) A general license is hereby granted licensing the Bank of Athens Trust Company
and the Hellenic Bank Trust Company as generally licensed nationals.
(2) As used in this general license:
Any person licensed as a "generally licensed national" shall, while so licensed, be
regarded as a person within the United States who is not a national of any foreign
country designated in the Order; provided, however, that the foregoing shall not be
deemed to suspend in any way the requirements of the Order and Regulations relating
to reports, and the production of books, documents, records, etc. (See sections 10 and
14 of the Order and section 130.4 of the Regulations).

GENERAL LICENSE NO. 41 UNDER EXECUTIVE ORDER NO. 8389, APRIL 10, 1940, AS
AMENDED, AND REGULATIONS ISSUED PURSUANT THERETO, RELATING TO TRANSACTIONS IN FOREIGN EXCHANGE, ETC.*

A general license is hereby granted authorizing banking institutions within the United
States to make payments from accounts in which Greece or a national thereof has a
property interest within the meaning of the Executive Order of April 10, 1940, as amended,
and the Regulations issued thereunder of checks and drafts drawn or issued prior to
April 28, 1941, and to accept and pay and debit to such accounts drafts drawn prior to
April 28, 1941, under letters of credit; provided, that each banking institution making
any payment or debit authorized by this general license shall file promptly with the
appropriate Federal Reserve Bank weekly reports showing the details of such transactions. This license shall expire at the close of business on May 28, 1941.
