A gen e r a l l i c e n s e is h e r e b y granted a u t h o r i z i n g r e m i t t a n c e s from b l o c k e d a c c o u n t s b y any p e r s o n to any i n d i v i d u a l w i t h i n I t a l y , B u l g a r i a , Hungary, or Rumani a, provided that: (a) S u c h r e m i t t a n c e s a r e made o n l y f o r t h e n e c e s s a r y l i v i n g e x p e n s e s o f t h e p a y e e and h i s h o u s e h o l d , a nd a r e n o t made f r o m an a c c o u n t o t h e r t h a n an a c c o u n t i n t h e name o f , o r i n w h i c h * h e b e n e f i c i a l i n t e r e s t i s h e l d b y , t h e p a y e e o r a member o f h i s h o u s e h o l d ; and (b) Such r e m i t t a n c e s do n o t e x c e e d $1000 i n any one c a l e n d a r month t o any one h o u s e h o l d , e x c e p t t h a t i n the c a s e o f i n d i v i d u a l s wh o a r e c i t i z e n s o r s u b j e c t s o f I t a l y , B u l g a r i a , H u n g a r y , o r R u m a n i a , t h e am ou n t d o e s n o t e x c e e d $ 1 0 0 , p l u s a n a d d i t i o n a l sum o f n o t mo r e t h a n $ 2 5 f o r e a c h m em ber o f t h e p a y e e ’ s h o u s e h o l d i n a d d i t i o n t o t h e p a y e e , b u t i n n o e v e n t s h a l l m ore t h a n $ 2 0 0 p e r c a l e n d a r month b e r e m i t t e d t o any s u c h i n d i v i d u a l and h i s h o u s e h o ld .
