The power to appoint suoh o ffic e rs , agents and employees as i t aay
re q u ire , is hereby delegated to the C en tral S t a t is t ic a l Board, and the
Fed eral Emergency A d ain istra tio n of P u b lic Works is hereby d irected to
a llo t to the C en tral S t a t is t ic a l Board the sun of twenty thousand d o lla rs
(#20,000) to ca rry out it s fu n ctio n s.

Dear Mr. Riefler:
As you have been advised orally, the Federal Reserve
Board has agreed to release you temporarily from your present
duties in the Division of Research and Statistics, in so far as
is necessary, in order that you may assist in the work of assem­
bling and analyzing statistical information for the use of the
President’s Executive Council.
While you are engaged in this work, you will be continued
in your present status on the payroll of the Federal Reserve Board,
but vdth the understanding that in your service to the Executive
Council you will not be representing the Federal Reserve Board in
any way and that you are not authorized to express views on behalf
of the Federal Reserve Board.

EXECUTIVE ORDER

Amendment of Executive Order No. 6225* of July 2 7 , 1933» Establishing
the Central Statistical Board

Executive Order Ho. 6225. ot July 27 . 1933* establishing the Central
Statistical Board, is hereby amended to read as follov/s:
(1)
virtue of and pursuant to the authority vested in me under
titles I and II of the National Industrial Recovery Act (ch. 90»
Stat.
195 )» there is hereby established a Central Statistical Board (herein­
after referred to as Hthe Board"), which shall be composed of a chair­
man to be appointed by the President; one representative to be designated
by each of the following officers from one of the statistical agencies
under his direction:

Secretary of the Interior,
Secretary of Agriculture,
Secretary of Commerce,
Secretary of Labor,
Governor of the Federal Reserve Board,
Administrator for Industrial Recovery;

one representative to be designated by the Committee on Government
Statistics and Information Services; and such other persons as these
representatives may from time to time elect to full or limited member­
ship, provided that the total number of members of the Board shall not
exceed 17.

(2 ) The Board shall be concerned with all statistical services in
the United States which are useful for carrying out the purposes of the
National Industrial Recovery Act, including both those services conduc­
ted by or subject to the supervision of the federal Government and
those conducted by other public or private agencies,
(3 ) The Board shall plan and promote the improvement, development,
and coordination of the services specified in paragraph (2) and shall
plan and promote economy and the elimination of unnecessary duplication
in such services.
(U) The Board may undertake statistical activities of an experi­
mental character and may collect, analyze, and publish data concerning
the statistical services specified in paragraph (2 ); but the Board
itself shall not engage in any other statistical services.

(5) The Board may mske an investigation of any statistical service
specified in paragraph (2), either on request of the agency conducting
or supervising such service, or on its own motion with the consent of such
agency. After making such investigation, the Board may, with the consent
of the agency concerned, publish or communicate to interested parties its
findings of fact, conclusions, and recommendations with respect to such
service.
(6) In respect to any of the statistical services specified in para­
graph (2), the Board may request from any Federal agency information,
papers, reports, and access to records concerning any existing or proposed
statistics! work of that agency or subject to its supervision; and such
agency is requested

(7) Hothing in this order shall be construed to prevent any stat­
istical agency from publishing its own findings of fact, interpretations
thereof, or opinions based thereon.

The Board is hereby authorised to appoint, employ, and fix the
compensation of such officers, agents, and employees (subject to the pro­
visions of Executive Order ITo. 6^40, of ITov. 13, 1933. as amended), end
to mske such expenditures of the funds ms.de available to it, as it may
require in the exercise of its powers and the discharge of its duties.
(9) The Federal Emergency Administrator of Public Works is hereby
directed to allot to the Board, in addition to the allotment of $20,000
already made, such funds as in the opinion of the Director of the Budget
may be necessary to provide adequately for carrying out the purposes and
provisions of this order.

On January third I accepted, with regret, your resigna­
tion as Chairmen of the Central Statistical Board and as Eco­
nomic Adviser to the National Bnergency Council ”to take effect
upon the appointment and qualification of your successor•”
Since that time I have been considering the future organization
and functions of the Central Statistical Board and a question
as to maintaining the position of Economic Adviser to the na­
tional Emergency Council* These matters have not been settled
and may not he determined in the immediate future*
Under the circumstances I should not ask you to continue
to fill these positions Indefinitely, with the possible result
of a change in the positions, which, coming at the time of the
acceptance of your resignation, might create a misconstruction
as to the reasons for your resignation.
Accordingly, 1 am now accepting your resignation to take
effect on February fifteenth, with a renewal of my expression
of appreciation of the value of the services which you have
rendered*
