My dear Griswold: Replying to your letter of July 3, 1941, in reference to the matter of appointment of Private William McChesney Martin in the Specialist Reserve, you are advised that this soldier has been recommended to the Secretary of War by the Chief of the Air Corps in the grade of Captain. His application was not lost, as has been reported, but was processed on through to The Adjutant General. However, The Adjutant General, in conformity with definitely established War Department policy, has declared Martin ineligible for appointment due to the fact that he is a selectee in training. You will recall the furor caused by Captain Roosevelt's appointment which was the reason for the establishment of this policy. I appreciate very much your interest in this matter, and the trouble you have taken to let us know the situation.
