Dear Art*
I am sorry you had so much trouble
trying to get me on the telephone, and I was
very glad to hear from you*
I, too, read the clipping you sent me
and think there is not acre than a grain of
truth in it. Zt represents one of the ideas
that has been discussed here in Washington and
elsewhere with respect to the implementation
of the so-called Marshall idea* However, it
is looked on with disfavor by several influential principals and at the present is in nothing
more than the conversation stage* 1 am afraid
this is not very helpful to yen, hut all I can
say at the moment*
