TH E UNDER SECRETARY OF STATE
W A S H IN G T O N

October 20, 1938

My dear Senator Owen:

I am very much Indebted to you for your
memorandum which you were kind enough to send
me with your letter of October 18.

You may be

sure that all of us are devoting most of our
time and our thought these days to what this
country can do within its traditional policy
to further the cause of world peace.

I am

grateful to you for your thought in sending
me this memorandum which I have read with much
interest and with much benefit.

Washington, D. C.
