My dear Senator:
I thank you for your note and have been
very much interested in reading the memorandum
enclosed therewith.
I think we can all understand what very
serious mistakes were made at the Peace Conference
and that the fruits of that worldwind are now
being reaped. But how the world is to be saved
from infinite confusion,and perhaps real chaos,
calls for exertions as to the nature of which
there seems to be the most complete absence of
agreement. I suppose that whatever may be done
in Europe it is wise for us to be prepared for
any and all eventualities.
