A NEW WORLD OF PERMANENT PEACE

May I not congratulate the people of Oklahoma and the people of the
United States on the United .Nations Organization now meeting in
London?
An era of world peace and superabundance is at hand.
The people and the government of Oklahoma are entitled to special
When Oklahoma entered the Union in 1907, it was composed of pro­
gressive citizens from every state in the union, from Maine to Calofimia,
credit in establishing the principles of the Unite dNations Organization,
from Oregon to Florida. The people of Oklahoma demanded and es­
tablished the most progressive constitution in the United States, and
demanded all of the safeguards of modern democracy: The initiative
and referendum, the mandatory primary, the secret ballot safeguarded
trom corruption, the preferential ballot, the control of private monopoly,
women suffrage. These principles have been established in Oklahoma,
\and have become a dominant force in the 48 states of the union. The
! representatives of Oklahoma in the congress of the United States stren­
uously fought for the creation and regulation of the value of money by
the congress of the United States, and accomplished it in the federal
reserve act against organized opposition.
Oklahoma was responsible for putting the full power of the United
States behind the Federal Reserve System, as the records of congress
i fully disclose.
It- was this power of the federal reserve system which financed suc­
cessfully the first World war, raising over 25 billion dollars. Ron. John
Skelton Williams, comptroller of the currency, after the armistice in
1918, declared: "THIS ONE ACT WON THE WAR.”
It was the federal reserve act which financed successfully the second
World war, raising over 300 billion dollars. This act Is now the greatest
safeguard against Inflation.
The principles of democracy taught by the National Popular Govern­
ment League were adopted by the Kuo-Min-Tang some years ago, and
are now, within the last few days, used to reconcile the Chinese to each
other under the influence of General Marshall. I organized this league
in 1913 and was its president, and am still its president emeritus.
On February 10, 1945, the representatives of Oklahoma in congress
indorsed and sponsored the Global Alphabet, a mechanism for teaching
the( world to read, write, print, and speak English, Invented by me.
On April 26, 1945, house concurrent resolution 33 was unanimously
passed by the Oklahoma senate, memorializing congress and the president
1to consider the plan proposed.
This plan has the support of many leading linguists, and the moral
support of the committee on world literacy, as the record discloses.
This mechanism provides a means by which, within a few months, any
1intelligent person can learn to read English as currently printed, and to
speak it.

It means a plan by which to make English a world language with
speed and at negligible cost. It provides a plan for abolishing ignorance
and poverty. It provides a means of teaching all men the modern arts
and sciences by radio and press. It is a vital plan for enabling the
people of the 51 United Nations to understand and talk to each other.
It is a means by which two-thirds of the people of the world can Increase
their production up to the highest modern standards.. The proof of these
assertions will be found in the hearings before the committee on foreign
relations of the United States senate of July 12 and November 7, 1945,
above referred to.
But this plan comes from the heart of Oklahoma, and was developed,
out of the knowledge and experience of the people of Oklahoma, be­
ginning with the Sequoyah syllabic alphabet of 1823, well known in
Oklahoma, and the phonetic alphabets with which the Indian dialects
of Oklahoma were printed by the missionaries.
Let us rejoice that the future home of the United Nations will be in
the United States, where it belongs by MERIT!
To the people of Oklahoma, I wish to express my most affectionate
remembrances and my deep sense of gratitude that they permitted me,
as their humble servant, to represent them as United States senator and
to take part in advancing world reforms which have now come to full
