Present: Mr. Frayne Mr. Diamond Mr. Keefe Mr. Smyth Major Tully Mr. Wilcox has Winslow Mr. Perkins Mt. Lowenthal hr. Bell, Executive Secretary. Mr. Fr ayne presided at the request of the Chairman of the Board Who was out of the cittr. I.  The Executive Secretary presented the weekly labor reports  prepared by the Employment Service for the use of the War Department and War Industries Board in connection with the cancelLatien of contracts. The reports were discussed and 8:4)1nined by Mr. Smyth. Major Tully presented a proposed resolution for the regulation of newspaper advertisements for labor.  _Ifter discussion of the  it diauld be proposed resolution, it was the sense Of the meeting that It referred to the Chairman of the Board in order that he might have & redrafted to meet the objections raised by various member Mr. Frayne ammounood that at the next meeting of the Board of opinion from all members  the Chairman would request an  as to whether the regular meetings should be discontinued and the Board meet only on call of the Chairman. Present: Mr. Frankfurter, Chairman Miss Anderson Mr. Diamond Mr. Frayne Mr. Hammond Mr. Seth Mr. Vile= Mr. Perkins Mr. Bell, Rzecutive Secretary.  The Chairman ir esented the current weekly report on the labor narket issued by the Smployment Service for the consideration and information of the Board. The Chairman asked for an eipressi on of opinion as to whether the Board Ehould continue to meet each Friday or should only meet on call of the Chairman or the requsst of some Board member. After a full discussion, it was the sense of the meeting that the Board Ehould continue to function iniefinitely in order to co-ordinate the policies of the various departments in connection with industrial and, labor matters; that the Chairman should be authorized to recommend to the Secretary of Labor that the Board be enlard by the addition of representatives from the Department of Commerce, Department of Interior, Post-Office Department, Treasury Department and Vocational Educational Board; that in order to preserve continuity of thoujit and action the Board should neat regularly on each Friday. Hammond that the following resolution be adopted and recommended to the Secretary of Labor for promulgation:   https://fraser.stlouisfed.org Federal Reserve Bank of St. Louis  "WEEREAS, one of the most practical helps rendered by the United States Employment Service to employers during the ear was the substantial elimination of a type of advertising for labor that proved exceedingly mischievous and harmful to in. due try, which elimination was accomplished by setting up cerr tam n rules which employers by omnmon consent agreed were necessary and wise, and "clearing" help wanted advertising through the local representative of the United States &ployment Service, and "WHEREAS, this procedure has worked so satisfactorily that the service finds a very considerable body of opinion voicing a wish that some measrires at least of this practice be continued while industry is trying to ept settled, into its peace stride, and, "WEIMAS, not only will a continuation of this procedure themselves, but where an embe helpful to employers as be ployer thus identifies himself with the policy of the National Goverment his advertising by inspiring confidence will attract more and -patter app4icants, giving him a certain priority, 'RESOLVED, that it be recorvoladed that the United States Employment Service issue a license to any employer requesting it and permit such employer to print in his advertising the phrase 'ft:flitted States Employment Service Licehse No. upon the follow ing conditions: (I) That no mention shall be made in the advertising of the amount of wages to be paid. (2) That the methods of hiring employees shall not cause undue loss of time or hardship to applicants. (3) That the advertising be not misleading. (4) That where the employer seeks advertising to attract applicants from distant cities there is always the likelihood of a large surplus of applicants. In order to avoid resulting hardships all advertising of this sort must carry a statement that persons outside of the city where the employment is offered mist report to the nearest office of the United States  Mlnutes of Meeting, Tar Labor Policies Board, December 13, 1918.  Employment Service in order to ascertain if the advertised opening* still exist before going to the city Ahere the work is offered; and, furthermore, the advertiser mast submit to the office of the United States Employment Service in his own city a fall statement of all the conditions of employment fur the information of applicants, sadh statement to be transmitted by the Employment Service to all offices in other cities where the advertisement may qppear. Motion carried unanimously. On motion duly made and seconded the meting was adjourned at 11145 A.
