Unlassifiedo There are 275 women employed through livil Service for unclassified work. 'These women are employed mainly in the Machinery and Full Divisions and are rated as "janitors," "laborers," "girls," "helpers general," "helper machinists," "helper sheet metal workers," "helper wood. https://fraser.stlouisfed.org Federal Reserve Bank of St. Louis -2- workers," "rivet heaters," "cranemen" (electric), "machinists," "machine operators" and "sewers." The ratings indicate the v,-)riety of the work which women were permitted to try their skill on and test their adaptibility on. !hat they have been well suited to and proven efficient and successful in work which had seldom before been performed by women is readily proven. In the Machinery Division women are employed in Machine Shops ros. 1, 2 and 3, the 71ectric Shop, the 'ipe and lopper Shop, !loner 7hop, Foundry Instrument Room and Pattern Shop. In the .?achine Shops women are rated as "helpers general," "machine operators," 'machinists," "cranesmen" and "janitors" (f) and are amplbyed in operating "Fox lathes," turret lathes, drill and punch presses, milling machines, eighth to forty ton overhead electric cranes, and electric trucks carrying up to 4000 lbs. They are also employed in filing parts for telescopes, torpedo tubes, etc., and in oassing tools, receiving and issuing materials, keeping time and checking. In the '1.ectrio Shop women are rated as "helpers general" and "janitors" (f) and are employed in assembling portables, winding armatures, operating drill dresses, filing parts and receiving and Issuing stores. In the foundry women rated as "helpers 3eneral" are keeping time, making core boxes, checking, weighing and shipping mailer castings. The women employees in the Boiler Shop are rated as "helpers general" and are operating overhead cranes, driving electric trucks, passing tools and receiving and issuing shop stores. In the Instrument Room "helpers general" are winding and regulating yard clocks and doing repair work, usually assigned apprentices in Instrument rooms. -"omen rated as "helpers general" are employed sketching patterns in the pattern shop. In the Hull Division women are isriplo7ed in the Sail Loft, the Sheet "..letal Shop, the Joiner Shop, the Inside Ship'aint Shop fitters Shop, the Outside Shipfitters Shop, the ' Loft Sail they the are as rated Shop. In and the Boot "sewers," and "machine operators." The "sewers, " are operating power sewing machines doing mostly straight seam work on bays and hammocks and operate eyelet machines. These sewers rotate in taking work on the floor jhich consists of baling and sewing up bales. Each girl goes on the floor for one week out of about every four. The "machine operators" are operating power sewing machines but are employed on heavier work such as on canopies, awnings, mattresses, etc. which require more skill than is re,luired on the work which the sewers do. -7omen are employed in the Sheet Metal Shop as "helper sheet metal workers," "helpers general" and "janitors." The "helpers sheet metal workers" and "helpers _3- general" are employed in issuing stores and tools, soldering and performing the duties usually assigned helpers to sheet metal workers. In the Joiner Shop women rated as "helpers general" and "helper wood workers" are employed on carpentry work and sweeping. The Inside Shipfitters Shop has women employed as "helpers general" operating overhead cranes, checking material, passin tools, keeping time, sorting bolts, operating drill and punch presses, bolt threading machines and heating and passing rivets. In the Outside Shipfitters ghop women employed as "helpers general" and "rivet heaters" are passing and heating rivets, driving electric tricks, Theeping time, eto. "lamen as "helpers general" in the ''aint Shop are scaling paint on the ships, painting small parts and operating paint spraying machines.- In the Boat Shop women employed as "helpers general" are receiving and issuing shop stores and passing tools. Employees having the rating of "girls" are working on the ships passing rivets and doing the same work as is being done on the shJes by employees having the rating of "helper general." The Public 7orks and Transportation )epartments have women as "helpers general" passing tools, helping on gas trucks and two drivers for official "jitneys." The Supply Department has five unclassified employees rated as "laborers" and "helpers general." 2. 91assified. There are 256 women employed through ltvil Service for olassified work as clerks, stenograoher-typists, minor clerks, typists, bookkeepers, messenger girls, elevator operators, comptometer operators and machine operators. 3. 'Inlisted 'ersonnel. There are 135 women enlisted in the U. S. Naval Reserve "lorce now on duty at ')uget Sound Navy Yard. Some of these women are taking ePminatione in order to secure livil orvice appointments when they are discharged from regular service. Hours, The unclassified employees have an eight hour day, beginning at 8 a.m. and ending at 4:45 p.m. with three-quarters of an hour for lunch. The clerical or classified workers have a seven hour day with three quarters of an hour for lunch. It has been a very definite policy with the management at -'uget Sound Navy Yard to exercise the principle of equal pay for equal work. In most instances this principle ha; been carried out. Thmen are operating cranes under the rating of "helpers general" and have shown such skill in the work and have such a record for no accidents that those in ch_rge say they :ant to keep women on the work as they are better than men. These women might fairly be rated as "helpers general" during their apprentice or training period but at the present time all crane operators have learned the :ork which When done by men was given the rating of "cranesmen." The rating of "helper general" very suitably fits the training period but if women are given the equal opportunity to advance to more difficult work and perform the same work as men it aould seem that there are too few women receiving the rating of pachinists. All women employees working in shops, on the ships and about the Yard are required to wear the "cover-all" uniform. This rule is rigidly enforced and is a necessary recluirement from point of vie4 of safety, convenience and propriety in dress. 1)rtain safety devices have been :nstalled to protect the girls at the machines although in some cases it seemed that devices should be attached to the machines or goggles worn by the aorkers as a protection from the dust and small particles caused in filing processes. 3uitable chairs have not been provided in some cases, noticeably for girls who are operating drill presses. 2irst Aid equipment has not been installed and no plan for having it administered or for a regular schedule of shop visiting for inspection and service by a trained aarse or doctor has been arranged. Space is set aside in the buildings where women are employed for rest room, locker room and toilet room facilities. Several thousand em)loyees could use a lunch room inside the Yard if it lore adequate inside and provided proaer service while the present lafeteria is so handicapped for space it cannot serve more than About two hundred people each noon. Lanz: women employees in the offices -7- eat at their desks and many of those in shops eat in the rest rooms ahich is most undesirable. 3ome of these rest rooms are supplied with electric plates and others are not. "mployees are permitted to go outside the Yard at noon and get their lunches at eating houses and restaurants in the tom bet these eating houses are poor, the prices high and the noon hour too short to permit time for eating. :jany girls in the shops aould use a central lunch room if an adequate one were prolzided and a long enough lunch hour allowed for them to get back and forth. 1ransegrtation. .Zany of the employees live in the town of remerton and can easily walk to the Navy Yard from any part of town. For other employees who cor.mute from Seattle and various points on ?Aget loued there is regular ferry or boat service. The matter of securing living accommodations in Bremerton has been and still is a serious problem. The relief brought by the U. 3. liousins. l'ureau dos not greatly relieve the situation for women. As is the case elsewhere, the short sighted laboring men urge the discharge of woren on no justifiable grounds but in reality only because they know the quality of their work and their record for production and they are unwilling to meet than as competitors on the basis of efficiency. The women, on the other hand, are forced, by the short sightedness of the management to be unwilling competitors in lowering standards of 7ages and general working conditions.
