This was a one time evacuation. The Portland Branch collection is most likely as
complete as we will see, even though some items appear to be missing. The San
Francisco collection was microfilmed and the originals were thrown away. That
collection will eventually be electronically reconstituted.

OVERVIEW OF THE COLLECTION AND THE FEDERAL RESERVE BANK’S
ROLE IN THE EXECUTION OF EXECUTIVE ORDER 9066
On February 19, 1942, President Roosevelt issued Executive Order 9066. Under this
order, Japanese nationals and Americans of Japanese descent, as well as German and
Italian resident aliens, were evacuated and interned during World War II.
The Federal Reserve Bank of San Francisco, as fiscal agent of the United States, was
designated the agency to assist alien residents of Japanese, Italian, and German origin,
and persons of Japanese ancestry in their evacuation. Service center offices were
established in San Francisco, Los Angeles, Portland, and Seattle. The War Relocation
Authority was established on March 18, 1942, to provide for relocation, maintenance, and
supervision of evacuees. The Reserve Bank was to assist evacuees in disposing of
property holdings, protect them from fraud, forced sales, and unscrupulous creditors, and
arrange for orderly liquidation of business and property interests. Agricultural property
and equipment was excluded, as it came under the jurisdiction of the Farm Security
Administration. The services of the Reserve Bank were continually available to
evacuees; however, they were not compelled to make use of them and were encouraged
at all times to make such other arrangements as they might desire with respect to their
properties.
This collection contains the documents created during the work of the Portland Branch of
the Federal Reserve Bank of San Francisco in fulfilling its role as processor of the
properties and goods (other than farms and farm machinery) of Japanese Americans
interned during World War II.
Following is part of a document outlining the program:
The Evacuee Property Department of the Portland Branch, Federal Reserve Bank, was
opened on March 13, 1942, at 317 S.W. 6th Ave., Portland, Oregon. The Department was
prepared upon its establishment to perform such functions as were outlined in Head
Office letter dated March 11, 1942, addressed to Portland Branch.
Two regular employees (Mr. Erwin N. Crouch and Mr. S.A. MacEachron ) of the
Portland Branch were assigned to the Evacuee Property Department on the opening day.
In addition to these, four stenographers and seven consultants were employed on a
temporary basis to assist in the performance of such duties as were required.
It was not necessary for this branch to maintain permanent field representatives at the
various offices of the United States Employment Service. As questions arose involving
problems coming within the scope of those handled by the Evacuee Property Department,
information was transmitted to the main office at Portland and, when required, field
representatives were sent to the localities which requested information or assistance. In
other cases problems were settled either by telephone or by correspondence.

The Portland newspapers were generous with their publicity regarding activities and
duties of the Evacuee Property Department. Out of town newspapers in the Portland
zone also gave such publicity as was requested.
It was not necessary to exercise freezing control under this Regulation since we had no
problems requiring such action.
This particular collection contains the documents (originals and/or carbon copies)
collected during 1942 by the Portland Branch (Porter Building, 6th and Stark Streets,
Portland) as it dealt with individual cases. Box 1 includes an A-Z collection of cases
(though the letter of the alphabet sometimes attaches to the family name and sometimes
to the business name, so a particular person could be filed in different places). A few of
the items are from German citizens, but almost all concern Japanese nationals and US
citizens of Japanese descent. Most of the businesses are small and local, such as
restaurants, dry cleaners, laundries, plant shops. There are many hotels and farms, the
latter being referred to the Farm Security Administration, as mentioned above. Many
people wrote immediately to the Federal Reserve, asking what they should do with their
possessions and their properties. The Federal Reserve made available free storage for
their larger possessions (but the families needed to arrange for their own insurance.
Many insurers cancelled their policies on all Japanese clients). There was also outdoor
storage made available for automobiles.* The Fed arranged for 24 hour guard service on
the storage areas (at a rate not to exceed 85 cents an hour). In spite of this, a large
percentage of business owners chose to sell their businesses, frequently at a steep
discount. In addition, many were leasing or purchasing properties and had invested
money that they didn’t want to lose. Some were able to arrange for non-Japanese citizens
to take care of their businesses and keep them running while they were interned, but most
had to sell at a discount or board up their properties. The Federal Reserve responded
immediately to most of the written requests for help – sometimes the response was dated
the day after the original request was made. The courtesy and helpfulness of the
personnel in responding to these letters was consistent. The Fed’s role was to help the
evacuees with practical problems encountered during the transition. The Fed would
indicate the options for storage of large items and in many cases add that the person was
also encouraged to make his or her own arrangements if these would be satisfactory.
There were several legal actions brought at the time, either regarding existing problems
that were now going to be put on hold or concerns about how to collect on debts in the
future. Since the internees would not be earning a salary for an indefinite period of time,
they would not be able to honor financial commitments for purchases of large household
items, property, and businesses.
The internment was immensely disruptive to businesses and farm operations, but the bulk
of the letters requesting guidance indicated an attempt to cooperate as much as possible
within a very short time frame. Internees were told to take only what they could carry, but
this was not enough, as the winters were cold. People with small children, elderly
people, invalids, could not bring enough with them and wrote to request exemptions or

direction. Several interned families had sons or husbands who were serving in the US
military at the time. Some were married to Caucasians, or were of mixed parentage.
Non-Japanese farmers also suffered, as their supply of farm labor plunged.
Some of the early internees packed up and got ready to go before they were called, and
there was a certain amount of confusion at the beginning when buildings for furniture
storage, internment camps, and other parts of the operation had not yet been set up.
Over the months of March, April, and May, families were assigned numbers and
interviewed at several locations in Oregon. For each family, an information sheet was
filled out, listing family name, address, possessions and properties needing to be stored or
disposed of, and recording the suggestions made and/or the decisions reached.
In early May, General DeWitt, who was headquartered at the Western Defense Command
and Fourth Army at the Presidio of San Francisco, issued numbered Civilian Exclusion
Orders, indicating which Oregon counties needed to be evacuated by which date. These
orders specified what the families could take with them to their Assembly Centers:

Sufficient knives, forks, spoons, plates, bowls and cups for each member of
the family

The Evacuee Property Department then sent individual letters (form WCCA FRB-2) to
each family, telling what the family had listed as having been sent for storage and noting
discrepancies between those lists and what was actually received. The families were
asked to sign and date these inventories and return them. By the time these transactions
were recorded, the families had already been transferred to their Assembly Centers.
Many of the properties and possessions (homes, hotels, businesses, automobiles) were put
on the market for sale. The Portland branch kept files of applicants who wanted to
purchase or lease these goods and properties. However, in most cases applicants were
referred to the families or were told they would be notified. The resolution was generally
not indicated on these sheets.
The document case (box 3) has the interview sheets, arranged by family number, taken at
the Civil Control Station at the end of April and early May, 1942. These give the family
name, number of members, citizenship, and a brief summary of what goods and
properties needed to be stored and what arrangements were made. A few of these have
key tags attached, but most of these tags indicate that there were no keys available. Some
interview sheets are also at the end of box 2.

However, there are records in this collection indicating that at least some of the car
owners were paid by the Army.
