Ye are enclosing copies of the following documents for your
information and guidance:
1.

"Suggested Program of Federal Reserve Bank of San Francisco
and Other Public Agencies to Deal with Property of Evacuees
from Pacific Coast Military Areas." This is a copy of the
original telegram received from the Treasury Department in
which the program was outlined.

2. "Memorandum of General Principles Governing the Operations
of Reserve Bank Under Authority Granted by Wire of March 7
from Secretary of Treasury in Connection with the Program
of Dealing with the Property of Evacuees from Pacific Coast
Military Areas." This form was drafted locally and the
orinciples therein have been accepted by representatives
of the Treasury Department as well as ourselves.
3. Copy of "Press Release" dated March 10, 1942 submitted to
Lieutenant General J. L. DeWitt, Commanding General of
Western Defense Command and Fourth Army, to be released
through his office.
4. Copies of "General Questions and answers" and "Questions
and Answers Pertaining to Blocked Nationals" prepared in
this office for use by oar employees giving hypothetical
questions and brief answers. The purpose of this list is
to familiarize our employees with the program.
5. Sample of a form to be used in this office by all persons
in interviews, both counter and by telephone. It is sug­
gested that similar forms be used by your office. In the event
that field offices are established by you, a copy
of each of the forms prepared in that office, together
with any correspondence or memorandum, should be forwarded
to you.
6. Copy of a "Memorandum of Functions and Operations of the
Evacuee Property Department of the Federal Reserve Bank of
San Francisco as Fiscal Agent of the United States, and
suggested Procedure for Cooperation of Other Banks in
Administration of Evacuation Program" which we propose to
forward to certain banks within the luilitary ^reas
together with a letter from Mr. Day requesting their
assistance in carrying out the program.

Addressed envelopes will be handed to those individuals who
are leaving the Area and from whom additional correspondence is ex­
pected.
Additional forms which are being prepared in this office and
which will be sent to you in the near future consist of a counter card
to be made available to persons interviewed in order that they may have
the proper address for future correspondence, etc., a reference card
which is to be handed to the person interviewed when an appointment has
been made for him with some person outside our organization, and power
of attorney forms.
As to the power of attorney, we will forward appropriate instructions in the use of the form when it is transmitted to you. Mean­
while we will refrain from accepting powers of attorney, although in
response to direct requests you may inform the person that we will give
consideration to the acceptance of such powers in appropriate cases.

to employees of this bank prohibiting the purchase by them or members
of their families of any property of an evacuee, the sale of which re­
lates in any way to contacts with this Bank. This, of course, does not
mean that the employee or his family may not make purchases of an evac­
uee^ goods offered for sale to the general public in the normal course
of business.
Further instructions will be forthcoming from time to time
and we again call your attention to the fact that ws are not compelling
evacuees to come to us for assistance, but we are inviting them to make
use of the bank’s services, assuring them that competent and impartial
men are prepared to assist them in their problems.
Flagrant cases of attempted unscrupulous action of creditors
which would result in fraud or forced sales should, of course, have
your immediate consideration hnd be brought to our attention by any
method of commdnication which seems desirable in the circumstances.

Suggested program for the Pederal Reserve Bank of San Francisco
and other public agencies to deal v/ith property of eva,cuees from Pacific
Coast military areas. The success of the proposed program will depend upon
placing complete responsibility for its execution in a responsiole West
Coast agency acting under the general direction of the local military
authorities.
I - SCOPE OF PROBLEM:
The evacuation on short notice of tens of thousands oi persons
from military areas on the Pacific Coast raises serious oroolems in connec­
tion with the liquidation of their property holdings and the protection o±
the property of such persons against fraud, forced sales, anv unscrupulous
creditors. Obviously the emergency will cause financial loss to the group
involved. However, the following program is intended to accord to tnis
group reasonable protection of their property interests consistent v/ith the
war effort.
II - LEGAL AUTHORITY:
Since the program is one basically to assist the evacuee in tne
liouidation of his property, it is expected that in most instances the evaco.ee
will voluntarily avail himself of the facilities afforded by this program.
Governmental sanctions v/ill be necessary to deal with creditors and others
who seek unfair advantages of the evacuees. There is eonple legal authorit;
now vested in the military authorities and in the Treasury Lepartment which
can be delegated to such West Coast agency to deal with this problem without
necessity of obtaining further legislation or nev; executive orders.
Ill - ADMIN ISTRATI OH OP PROGRAM:
The nature and urgency of the situation, coupled v/ith the large
volume of transactions that will require prompt handling, necessitates the
program's being ad-ministered by an agency on the West Coast cloaked with
full authority to act v/ithout reference to Washington. The over-all control
of all aspects of the evacuation must obviously rest in the military author­
ities. Subject to this over-all control by the army, the direct responsi­
bility for the execution of the property aspects of the program should be^
placed in the Pederal Reserve Bank of San Francisco, which has oranch offices
in Los Angeles, Seattle, and Portland. The Pederal Reserve bank will ce in
a position to obtain the cooperation of other Government agencies,and Ox wellknown and experienced individuals and institutions in tne -varioas communities
throughout the West Coast area,. This cooperation, together with the estab­
lished integrity and ability of the Federal Reserve ban.c, will enlist the
confidence of all of the affected groups and discourage gouging by creditors
or other self-seeking interests. The Federal Reserve Dank will also worm in
close liaison with the Federal Security Agency, the United States Department
of Agriculture, and other Federal, State and local puolic agencies that can
be of assistance in dealing with the property during the course of its
liquidation. These agencies v/ill undoubtedly bo called upon by the mili^ctry

authorities to handle other aspects of the evacuation problem, such as the
transportation and resettlement of the evacuees, and their re-employment
in new areas.
The Federal Reserve Bank of San Francisco, which is the Fiscal
Agent of the Treasury Department, will he clothed with ample authority to
execute the program. The Treasury Department will lay down the "broad
principles and objectives of such programs as well as the general procedure
to he followed. The Department will also furnish the San Francisco Bank by
airplane with the requisite number of trained experts to assist in working
out the details of the program in the field and to participate in its execu­
tion. If need be the Department is in a position to provide the San Francisco
Federal at once with 100 or more men for this purpose. The keynote of this
program is speed. It is believed that it can be put in operation by Monday,
March 9» 19^2.
IY - OUTLINE OF PROGRAM:
A.

position to obtain buyers, lessees, and other users of their property on fair
terms. In cases whore the evacuee is unable to select his own agent to dis­
pose of his property, the Federal will be prepared to act as agent for the
evacuee under a power of attorney or similar arrangement and take steps to
liquidate the property on fair terms.
D.
Evacuees threatened by creditors will be encouraged to come to the
representatives of the Federal for advice and guidance. The Federal repre­
sentative^ will also discuss the matter with the creditor with the view to
working out a fair settlement and limiting the remedies that nay be pursued
by the creditor who threatens -unfair action. By and large the mere exist­
ence of this program of helping evacuees will eliminate or forestall most
of the sharp practices that are now feared.
E.
In some cases the property of the evacuee may be such that its
real value can
ly be realized at a future time, e.g., Japanese novelties.
In such cases the bank’s representative will assist the evacuee in arrang­
ing for the storage of such property if that is the wish of the evacuee.
F.
On agricultural properties the bank’s representative, with the
assistance of representatives of the United States Department of Agriculture,
will attempt to arrange for the leasing or sale of such property or if noed
be for the growing of the crops, with a viow to preventing their loss through
inattention.

G.
The Federal Reserve Bank of San Francisco and its representatives
will "be cloaked with adequate authority to cope with problems arising on the
basis of existing circumstances. The program will be flexible and at all
times the bank will attempt to keep matters on a voluntary basis, satisfac­
tory to the evacuee. Whore those efforts fail it may oe necessary tor t^e
bank1s representatives to step in and take tne property over for the purpose
of obtaining a fair and reasonable liquidation.
It is expected that the setting up of this program and the accor­
dance to the evacuees of facilities for the liquidation of their property
should greatly expedite the departure on a voluntary basis of the evacuees
from the military area.

(1) The controlling principles to be followed are those out­
lined in the “Suggested Program for the Federal Reserve Bank of San
Francisco and Other Public Agencies to Beal with Property of Evacuees
of Pacific Coast Military Areas" referred to in the telegram of March 7
from the Secretary of the Treasury delegating authority to the Federal
Reserve 3ank of San Francisco.
(2) All available sources, including the press, radio, ap­
propriate federal agencies, "banking institutions etc. will he employed
by the Federal Reserve Bank of San Francisco in the dissemination of
information to evacuees with respect to the protection of their property
interests. The evacuees will be encouraged to consult with the insti­
tutions with which they have been dealing and in which they have con­
fidence, such as their local banking connections, attorneys, real estate
agents, etc. in order to obtain information and work out satisfactory
arrangements with respect to the disposition or maintenance of their
property holdings. It will be made clear to the evacuees that the ser­
vices of the Federal Reserve Bank and its branches and offices arc freely
available to them to see that they are not taken advantage of. Where the
evacuee is unable to make other arrangements satisfactory to him, the
Federal Reserve Bank of San Francisco will undertake to act as agent for
tho evacuee, reserving the right to decline to act if no useful purpose
will be served.
(3 ) It is understood that no decision has been made that evacu­
ees may not return after the war. Accordingly, while emphasis will be
on liquidation, the evacuee may retain the ownership of property which
he loaves behind, making appropriate arrangements with the Federal Reserve
Bank or otherwise for its care and preservation.
(U) In addition to its branches in Los Angeles, Seattle, and
Portland, the Federal Reserve Bank expects to establish offices in such
other communities as may be necessary to furnish adequate service to the
evacuees. It is recognized, however, that the Federal Reserve Bank may,
in canes where it has accepted a power of attorney to act on behalf of
an evacuee, appoint as its agent any bank or other appropriate agency or
person which it may designate,
(5 ) It is understood that in protecting evacuees from unscrupu­
lous action on tho part of creditors, tho Federal Reserve Bank may invoke
the freezing powers end the other powers in Section 5 (b) of the Trading with
the Enemy Act. Thus evacuees threatened by creditors will be encouraged
to come to the Federal Reserve offices and discuss their problems. These

offices will be prepared to call in the creditor and attempt to negotiate
a reasonable settlement. If it appears that the creditor is not willing
to deal fairly, the Federal Reserve office will ..iake use of its delegated
powers.
It will block all or the relevant part of the evacuee's assets
and freeze them against any attempt of the creditor to seize or attach
them. The creditor will be granted permission to pursue his remedies
only when the Federal Reserve office is satisfied that adequate protec­
tion has been accorded the evacuee. Usually the knowledge that the
Federal Reserve office is prepared to act will be more than, adequate to
remedy the situation.
(6) It is understood in carrying out this program that the
Federal Reserve Bank of San Francisco will not exercise the powers under
Section 5(b) 0f Trading with the Enemy Act as Amended by Title III of
First War Powers Act to vest title to any alien property without prior
consultation and agreement of the Treasury Department.

PRESS RELEASE
Lieutenant General J. L. DeWitt, commanding general of the Western Defense Command and Fourth
Army, announced today that the Federal Reserve Bank of San Francisco has been appointed to assist
Japanese and other evacuees situated within prohibited or restricted military areas in the disposition
of their property.
The Treasury Department and the military authorities have given broad powers to the bank to enable
it to carry out the objectives of the program. Bank officials indicated that they are undertaking this
program under the direction of General DeWitt for the purpose of assisting military authorities in clearing
up the problem presented by the war emergency.
The Federal Reserve Bank, acting in conjunction with the commanding general, plans to carry on the
project through the bank’s extensive facilities, as well as those of its branches in Seattle, Portland, and
Los Angeles. The objective of the program will be to bring about a fair and just liquidation of that property
which the evacuees cannot take with them.
The Federal Reserve Bank will establish other offices in the coastal areas in order that evacuees may
receive impartial counsel and advice in their efforts to liquidate their property, as well as assistance in
the sale or other disposition of their property. These offices also will take strong measures to protect the
evacuees against unscrupulous creditors.
General DeWitt and Federal Reserve officials stated that the government does not plan to take title
to the property of the evacuees. On the contrary, it is their intention to aid the evacuees in a voluntary
liquidation of their property at reasonable prices and to protect them against individuals who seek to
take advantage of their situation. If need be, officials stated, the bank will be prepared to take over the
control of the property under powers of attorney in order to protect the property interest of the evacuee.
Evacuees will be encouraged to come in and discuss their problems relating to the disposition of their
property. No one will be compelled to come in, but those desiring the bank’s services will find competent
and impartial men prepared to assist them in their problems.
General DeWitt made clear that speed and fairness are the keynotes of this program and that expe­
ditious handling of the evacuee’s property is essential because of the urgency of the West Coast situation.
Officials stated that the Federal Reserve Bank will work in close cooperation with Federal, state, and
local public agencies that may be called upon for assistance in dealing with the property of evacuees during
the course of its liquidation. These agencies have been or undoubtedly will be called upon by the military
authorities to handle other aspects of the evacuation problem, such as the transportation and the resettle­
ment of the evacuees and their reemployment in new areas. Banks and other institutions in the various
communities throughout the West Coast area will be called upon to do their full part in bringing about
an orderly and equitable disposition of the evacuee’s property.
General DeWitt stated that he had been requested by the Federal Reserve Bank to point out that
Treasury Department freezing regulations will not interfere with the program. This is particularly true
in view of the amendment to General License No. 68A being released by the Federal Reserve Bank. The
General License now permits Japanese evacuees operating under such license to dispose of their property
without restriction.

Memorandum of Functions and Operations of the Evacuee Property Department
of the Federal Reserve Bank of San Francisco as Fiscal Agent of the United
States, and Suggested Procedure for Cooperation of Other Banks in Administra­
tion of Evacuation Program.
In its operations as Fiscal Agent of the United States the Federal Reserve Bank of San Francisco
has been delegated the duty of assisting Japanese, German and Italian aliens and persons of Japanese
ancestry evacuating from the Military Areas which have been designated by Headquarters Western
Defense Command and Fourth Army, Presidio of San Francisco, California, in Public Proclamation
No 1 issued under date of March 2,1942, in arranging for the protection, preservation and equitable
disposition of the property holdings of such evacuees. In this operation, the Federal Reserve Bank of
San Francisco is subject to the general direction of the military authorities.
The following general outline of procedure has been established for the administration of this
program:
1 The Federal Reserve Bank of San Francisco will not take possession of property of an evacuee
as an alien property custodian, but will serve largely as an advisor to the evacuee in the matter
of disposition of his property.
2. All dealings with the evacuee will be on a purely voluntary basis, and he will have complete
freedom in disposing of his property.
3 The evacuee will be encouraged in his own interest to make private arrangements for the disposition of his property by sale, lease, or other appropriate means by either:
(a) Independent action of the evacuee on his own account, or
(b) Through an agent of the evacuee’s own selection.
4. In the selection of an agent the Federal Reserve Bank of San Francisco will recommend the
appointment by the evacuee of some person or institution in which the evacuee reposes con­
fidence to represent his interests such as his bank, his attorney, or his real estate agen .
5 If an evacuee is unable to otherwise arrange for the equitable disposal of his property or for an
' agent acceptable to the evacuee to represent him, the Federal Reserve Bank of San Francisco
will give consideration to accepting his power of attorney.
6. Each case will be considered on its individual merits and disposed of on that basis.
7 All advice and assistance possible will be provided the evacuee by the Federal Reserve Bank of
San Francisco, and it is expected that the banks and others within the Areas involved who are
approached by evacuees for assistance will likewise extend their full assistance and coopera­
tion to the end that the purpose of the program will be completely served. It is recognized
that the assistance of the banks in the field will make for greater speed in the execution of the
program.
8. The Federal Reserve Bank of San Francisco will endeavor to advise and assist banks and others
whom the evacuees select as their agents in the performance of their agencies. Obviously, if
the banks and others within the Military Areas who are approached by evacuees to act as
agents will accept such agencies, the entire program will benefit.
9. From time to time the Federal Reserve Bank of San Francisco will disseminate such infoimation and instructions as will assist in the administration of the plan.
10. Assistance will be provided by governmental agencies, both Federal and state, m the adminis­
tration of the evacuation plan, including those agencies handling other aspects of the evacuee

problem. The evacuees and their representatives including their agents should seek the help
of such agencies for specific matters within their fields such as those arising out of the treat­
ment of growing crops and other specialized problems.
11. While emphasis is placed on the liquidation of the property holdings of the evacuee, he will be
informed by the Federal Reserve Bank of San Francisco that he may retain ownership of prop­
erty left behind if appropriate arrangements can be made for its protection and preservation.
12. The program will be administered by the Federal Reserve Bank of San Francisco through its
head office and through its branches in Seattle, Washington; Portland, Oregon; and Los
Angeles, California; as well as such other offices as may be established in the Areas for the
efficient furtherance of its aims. The Federal Reserve Bank of San Francisco has established
its Evacuee Property Department in San Francisco, California, at 500 California Street in
that city.
13. It is intended to undertake to forestall action by unscrupulous creditors which would be
detrimental to the interest of the evacuee and in all respects to minimize his losses to the
greatest possible extent in connection with the disposition of his property. It is anticipated
that this will be accomplished to a large extent through appeal to the creditor’s sense of fair
play and the obvious necessity of complete cooperation in the administration of the evacua­
tion program. Any cases in which an equitable settlement is not agreed upon should be
promptly brought to the attention of the Federal Reserve Bank of San Francisco.
14. No compulsion will be placed upon evacuees to utilize the facilities provided by the Federal
Reserve Bank of San Francisco, but they are invited to make use of them.
The foregoing are intended to set forth certain basic principles which the Federal Reserve Bank,
acting in its capacity as Fiscal Agent of the United States, feels to be important in the efficient,
speedy and proper execution of its duties. In the conduct of the evacuation plan it is particularly
desired that the banks throughout the Areas will extend their full cooperation in the knowledge
that by widespread assistance to the evacuees the problems incident to their removal from the Areas
can be most readily and expeditiously solved. In their fulfillment of their places in this program,
banks are requested to give consideration to the procedure and principles enumerated above. As the
program goes forward the Federal Reserve Bank of San Francisco proposes to communicate to the
banks additional suggestions and outlines of procedure or changes in procedure calculated to im­
prove its administration of the program and to provide public circulation of data directed toward
its speedy accomplishment.

observe that the two former numbers are to be used in appointing the
Federal Reserve Bank of San Franci»co attorney-in-fact for the evacuee,
one form being for the use of individuals and partnerships and the other
for & corporation. These fora# should not be distributed and so power o f
attorney appointing the Federal Reserve Bank should be accepted pending
further instructions from this office.

The other two forms, namely, Mis. 235 and 236, have been prepared
and are for the use of evacuees in appointing attorneys-in— fact other than
the Federal Reserve Bank of San Francisco. These forms have been orepared
merely for convenience of the evacuee, and are, therefore, suggested form#
to be used at his option. These latter forms may be distributed to anyone
requesting a supply. They ere being distributed to field representatives
in Head Office sone with our Instruction Letter No. 1, a copy of which is
enclosed herewith.

A supply of the instruction letter is being sent you, so tnst you
m&v place it, together with the Power of Attorney forms Nos. 235 and 236, in
the hands of the field representatives in your sone.
It is planned to handle in a similar manner instructions which
must be given all field agents in the future.

The Federal Reserve Bank of San Francisco, as Fiscal Agent of
the United States, has been delegated the duty of assisting German,
Italian and Tapanese aliens, is well as persons of Taanese ancestry,
in making arrangements for equitable disposition of their properties
in connection with their evacuation from the areas recently designated
as "military areas" by the military authorities who maintain general
supervision end direction of the entire program..
The property-disposal phase of the plan envisions voluntary
action on the part of each evacuee, but its fulfillment in accordance with
the guiding principles of American democracy will require the thought­
ful and wholehearted cooperation of all who are in a position to lend
their support.
It must. be recognized that the problems which will confront the
Federal Reserve Bank of San Francisco in these additional duties, with
the pressure of time foremost in our minds, dictate that all agencies,
including the banks in the military areas, be called upon to render
their unselfish help in their solution.

and your organization to Join with us in an effort to assure speedy,
proper, and complete execution of the program. Governmental agencies
(Federal, state and local) will also be called upon for assistance.
We are enclosing a copy of a press release which has been submit­

not assume the responsibility of designating "Special
Blocked Property". However, this power should be exer­
cised by you when in your discretion it is necessary. The
exceptional complicated cases should be referred to Head
Office in instances where time will permit.
The Instruction Letter indicates the number of
copies that should be made of each form. However, it is
requested that, if necessary, adaitional copies be made
in order that you might furnish Head Office with one copy
of Forms EP 1. HP 2 and HP 4, and two copies of HP3.

proposed evacuation of Bainbridge Island.
3. Specifically, as to your functions it is requested that you undertake
full responsibility for the necessary staffing and organization of the
general service induction center to be established, presumably at the
Bainbridge Island ferry landing, and that you also undertake full re­
sponsibility for the following:
a. Acquisition of suitable warehouse space for the storage of
personal property which evacuees cannot otherwise dispose of,
such storage to be at the sole risk of the owners and to in­
clude only the more substantial household items, such as ice
boxes, pianos, heavy dining room, living room, bed room and
kitchen furniture, looking utensils and other small items
must be crated, packed and plainly marked. Bric-a-brac will
not be accepted. It is possible that such warehouse space
may be available on Bainbridge Island. It should be low cost.
b. Provision of suitable civilian guards to protect the storage
against possible pillage or other direct action.
c. Suitable impounding space for automobiles, trucks, tractors
and other mobile farm implements should be provided, pre­
sumably on 3ainbridge Island; and an impounding system est­
ablished to include the filing of title certificates, the
collection of distributor blocks and hiring of the necessary
guards•

block property" would seem to be appropriate in the majority of instances.
The staff provided should be capable of rendering rapid service in view
of the speed of the proposed program.

5. If, in your judgment it is necessary, arrangements should be made
for guarding any property left behind on the Island - not warehoused against direct action or pillage. Primarily this is the responsibility
of the local authorities.

Farm Security Administration is self-explanatory.
1. It is requested that you arrange for participation of the Public
Health Service and other agencies under the supervision of the
Federal Security .agency in the evacuation of Bainbridge Island.
2. Specifically, it is desired that the Public Health Service under­
take full responsibility for the organization, equipping, staffing
and establishment of a suitable medical examination and innoeulation
station at the induction point, to be organized by the associated
Federal agencies, presumably at the Bainbridge Island ferry landings.
3. It is further requested that specific provision be made for the
care, hospitalization or other disposition of any persons among the
Japanese residents on Bainbridge Island who require such attention,
including all bed cases.
4. Further it is requested specifically that suitable provision be
made for a registration system for such persons, including the issu­
ance of suitable tags for identification of individuals, family units
and property, such tag to bear a thumb print and a notation as to
whether a medical examination has been performed.
5. It is requested that you or your representative attend the meeting
referred to in Paragraph 5 of the copy of the memorandum to Mr. Larry I.

Bainbridge Island, restricted

1. Commanding General, Western Defense Commune. and Fourth Army, desires
to undertake the immediate forced evacuation of all Japanese nov/ resident
on Bainbridge Island, I uget Sound, State of .Washington. The statistics
showing the number of families and the occupations of each are attached
in Exhibit A.
2. You will note from the accompanying exhibit that there are several
families engaged in agricultural pursuits. It is requested that you
take whatever action is necessary to provide necessary staff and procedure
for the handling and disposition of all agricultural property, including
Live stock owned or controlled by Japanese on Bainbridge Island, srithin
the limits of the authority assigned you previously by General De Witt.
3. It is proposed that an evacuation order will be posted not later
than .Wednesday, March 25, 194 * It is proposed that all Japanese will
be evacuated within five days from the date of posting of evacuation
order. During this interim it is further proposed that all Japanese
will be required to pass through a general service office established
on the Island, presumably at the ferryboat landing, ana that during this
period none of such persons will be allowed to leave except by special
permission of military authorities. Decision as to who may leave during
this period will be up to the Commanding General, Northwest Sector,
and will be permitted only in the most exceptional cases.
4. Captain Truman R. Young will be in Seattle at the Olympic Road
commencing Saturday, March 21, 1942, where either you or your representa­
tive in that region may reach him.
5. It is requested that you or your representative be present to
attend a joint conference of the interested agencies to be held in
Seattle on Monday, March 23, 1942. For the time and place of the meeting,
get in touch with Captain Young.

CONTRABAND ITEMS.

• On January 5, 1942, the Office of the United States
Attorney, sent to all state and local Police authorities, a
notice calling their attention to the fact that the President
had, by his proclamations of December 7 and 8, 1941, directed
in the interests of national safety that alien enemies should
not possess or use various items, such as firearms, weapons,
ammunition, short-wave radio sets, signal devices, etc.
The
notice stated further it was necessary to require alien enemies
to deposit such prohibited articles with law enforcement agencies
and asked for the help and cooperation of the local police
authorities throughout the country.
Public Proclamation No. 3, dated March 24, 1942, issued
by J. L. DeWitt, Lieutenant General, U.S. Army, carries a pro­
vision that after March 31,
1942, no persons of Japanese
ancestry shall have in his possession similar items.
T*7e have determined locally that in many instances
after the first order was given, Japanese aliens delivered such
contraband to American citizens of Japanese ancestry, and the
question therefore arises as to the amount of such contraband
which has not as yet been deposited with state and local Police
authorities.
In order that we might better be able to visualize
this condition, we ask that each of our Field Representatives
contact such law enforcement agencies in their particular terri­
tory, ascertaining in a general way the amount of such contra­
band now in their hands, and report their findings to the Office
of the Federal Reserve Bank w i t h which they are affiliated.
Any
information developed in instances where the amount on deposit
would seem to indicate that there was still a considerable quan­
tity remaining in the hands of U.S. citizens of Japanese ances­
try, will be of great assistance.

7/e are enclosing a copy of a memorandum dated
March 24, 1942, from the ,estern Defense Command and Fourth
Army, signed by Karl R. Bendetsen, Colonel G. S. C. Assist­
ant Chief of Staff, Civil Affairs Division.
We understand that certain changes, as follows,
will be made in the procedure outlined.
1. In addition to warehousing household goods, it
is intended that professional equipment, such as that which
might be found in a Doctor’s office, Dentist’s office, etc.
be also accepted. Also stocks of merchandise, if properly
boxed, etc. This, of course, will not include anything of a
perishable or semi-perishable nature.
2. Instead of the Federal Reserve Bank of San Fran­
cisco checking goods into warehouse, the Federal Security Agency
will not only make a list of the goods to be stored and deliver
identification tags to be placed upon household goods, but will
also check the goods into the warehouse, upon the completion of
which the list 7/ill be delivered to the Tar Relocation Authority.
The above exceptions, of course, are subject to final
decision and we will give you the exact wording of the amend­
ment to the memorandum as soon as it is received by us.
The guarding function, is not merely confined to
guarding of goods stored in warehouse, but as mentioned in
Paragraph 2 of the memorandum, applies to property not ware­
housed, pending its liquidation. This willinclude the guard­
ing of automobiles. It is our understending that if automo­
biles are notrueed for the purpose of transferring evacuees
to their destination, they will be brought to a central loca­
tion designated at the time the postings are made in the mili­
tary area being evacuated.
In carrying out the guarding function, it is suggested
that you solicit the services of the local policing authorities,
with the idea in mind that they are in better position to obtain
and supervise the men under their jurisdiction. They should beinformed that the cost of providing guards for warehouses will
be paid by the Federal Reserve Bank of San Francisco, as well
as any additional guards for automobile.lots or additional
guards necessary to properly police any property belonging to
evacuees, which is ot warehoused, pending its liquidation.

In the evacuation of Bainbridge Island and in all subsequent evacuations
the Federal Security Agency and the Federal Reserve Bank of San Francisco
are authorized and directed to establish and employ the following proce­
dure in handling the storage of household goods of evacuees:
1. The Federal Reserve Bank of San Francisco is charged with the responsi­
bility of obtaining suitable storage space together with sufficient staff
to handle the warehousing of the household goods.
2. The Federal Reserve Bank is charged with responsibility of arranging
in any way that it sees fit for the guarding of such warehouses an: of
any property not warehoused, pending its liquidation.
3. The Federal Reserve Bank of San Francisco is charged with the responsi­
bility of entering into contracts for the removal of household goods to
be stored to the warehouse.
4. The Federal Security -agency is charged with the responsibility of re­
gistering evacuees when they appear at the Civil Control Office, hach
evacuee will be provided with a number for identification purposes.
5. The Federal Security ^igency is charged with the responsibility of
obtaining from the evacuee a list of the household effects which he de­
sires to have stored. The nuinbe assigned to the evacuee should be
placed upon this list aid the list should be delivered to the represent­
ative of the Federal Reserve Bank of San Francisco present in the 'ivil
Control Office.

6. The Federal Security Agency Is charged with the responsibility of
delivering to the evacuee identification tags to be placed upon his
household goods. Each tag shall bear the number assigned to the evacuee.
7. The Federal Reserve Bank of San Francisco, after using the list of
household goods furnished by the Federal Security Agency in moving the
furniture into storage, shall deliver that list to the representative
of the ~'ar Relocation Authority present in the Civil Control Office.

8 . The ”ar Relocation Authority will be charged with the res onsibility of
moving sue: household effects from storage to the resettlement area
in which the evacuee is ultimately established.

agreed tentatively as follows:
(a)

Federal Security agency will instruct its
representatives at every U. S. Employment
Service Office in the Testern Defense Command
of the contents of Proclamation No. 3 and of
the contents of a proclamation to be issued
directing Japanese as to the method of contra­
band disposition.
(b)

Federal Security Agency will instruct its
employment service office representatives
to accept contraband from Japanese and to pre­
pare receipts in duplicate, delivering one to
the owner, retaining one. The Agency will
further instruct these representatives to arrange
with local warehouse companies to pick up the
contraband, store it, and issue a covering
warehouse receipt for the items stored.
(c)

Mr. Tom Clark has agreed to arrange for
constructive possession to be taken by the
appropriate United States Marshalls. These
Marshalls would take possession of receipts,
including warehouse receipts; probably U. S.
Employment Se^viceoffice representatives
should be instructed to mail these receipts to
the nearest United States Marshall.

Custodian will be responsible for absorbing the cost
of warehousing and other incidentals involved in storage
and at the proper tine will vest title to the property

In dealing with evacuees relative to problems involving their
property interests> there will be encountered certain oases where the
evacuee will not desire to appoint anyone other than the Federal R e s e r v e

Generally speaking this bank will not accept powers of attorney
to act for evacuees unless and until the powers to be exercised and the
general situation surrounding the transaction have been examined and it is
felt that this bank can perform a useful function in accepting the power*
The acceptance of a power of attorney carries with it the obligation to
exercise reasonable diligence in the perfoimance of the duties unde a tal

it appears reasonably certain that no one else can be found to accept the
responsibility and where it also appears that the evacuee has a clear

by this bank of important or onerous duties should be referred to head
office for consideration, accompanied by a statement of all necessary de­
tails, before the power of attorney is aocepted.

involve dealing in real property or in personal property in connection with

Instructions to O w ner
To be accepted for storage by the United States Government, the
motor vehicle must be in proper running order.
The procedure for registering and storing a motor vehicle is as follows:
(a) The State Motor Vehicle Registration Certificate for this
vehicle must be submitted at the Civil Control Station,
and three copies of this form (FRB'3) will then be prepared.
(b) Two copies of this form, together with the Registration
Certificate, will be handed to the evacuee for his retention
until arrival at the designated Assembly Center. The third
copy will be retained at the Civil Control Station.
(c) The evacuee will be given an identification tag which he
will tie securely to the steering apparatus of the motor
vehicle.
(d) On arrival at the Assembly Center the evacuee will
deliver to the representative of the Federal Reserve Bank
of San Francisco the two copies of this form, the Regis'
tration Certificate, and the keys to the vehicle.
(e) The representative of the Federal Reserve Bank of San
Francisco will check all numbers on the form and if found
to be correct will acknowledge receipt of the motor vehicle
by signing one copy of the form and delivering it to the
evacuee.
If the motor vehicle described in this form is lost, damaged, or destroyed
as the result of negligence while it is in the possession or custody of the
United States, or any agency acting for it, the Congress of the United
States will be asked to take appropriate action for the benefit of the
owner.

INSTRUCTIONS TO OWNER
Before any property will be accepted for storage by the United
States Government four (4) copies of this form must be filled in and
returned to the Civil Control Station at which you registered for
evacuation. On the back of each copy the items to be left for storage
must be carefully listed. Items not on the printed list should be written
in the blank spaces provided on this form.
Small articles must be securely packed in crates or boxes of not less
than two (2) cubic feet capacity and will be indicated simply as to
number of boxes, no attempt being made to itemize on this form the
articles therein. All crates and boxes must be securely packed and
fastened. Each box, crate, or article must be identified with tags obtained
am the Civil Control Station.
No loose bundles of clothes, linens, utensils, or other small or un­
substantial household items will be accepted for storage. Farm products,
farm machinery, automobiles, land, livestock, or pets must not be listed
as personal property on this form.
After all copies of the form have been filled in and returned to the

Civil Control Station, one copy, checked for conformity with the other
three, will be given to the owner of the property. The copy delivered
to the owner will be evidence merely that other copies of the form have
been delivered. At this time the owner must leave the keys to the place
where the property is to be found, or make arrangements to deliver the
keys to the representative of the Evacuee Property Department of the
Federal Reserve Bank of San Francisco before leaving the area of his
residence.
The copy delivered to the owner merely shows the number of items,
boxes, and crates which the owner claims he has prepared for storage.
It does not constitute an agreed inventory. It does not constitute a
verified list. It does not constitute any evidence of the number of items
actually stored or of the contents of boxes, crates or packages. Verifica­
tion of the inventory list of items actually stored will be made as storage
is accomplished. A verified list will then be forwarded to the owner.
The copy of the list mailed to the owner will serve as a permanent
record and should be carefully preserved by him.

COMPILATION OF INFORMATION RELATIVE TO RE-EXAMINATION OF
MILITARY AREAS AND ZONES.

Following is the text of a memorandum dated April 8, 1942, from
Colonel Karl R. Bendetsen, Assistant Chief of Staff, Civil Affairs Divi­
sion, Western Defense Command and Fourth Army, relating to the above
subject:
nl. On the assunption that the matter of designating military
areas and zones is one for continuing study and that there will
be necessity for the future clarification, correction and exten­
sion of Military Areas, and particularly Prohibited Zones A, as
already set forth in Public Proclamations No. 1 and No. 2, it
is desired that all communications, data, files and information
bearing upon this subject be assembled for the purpose of study
and the determination of a general policy in this regard.
2.
The major part of the information available in this connec­
tion will appear in the correspondence and written recommenda­
tions that have reached this Division, either direct or by
transmittal from Headquarters Western Defense Command and Fourth
Army. In addition to the material that has already been as­
sembled, it is assumed that there are also communications scattered
throughout the Division which have been retained by various Sections
for lack of information as to where they should be forwarded or
for the purpose of handling additional matters referred to therein
not related to the subject matter of this memorandum.
3.
It is directed that all such communications, data, files and
information referred to heretofore received, be forwarded to
Captain Truman R. Young, Roam 420, to reach him not later than
Friday, April 10, 1942, and that similar disposition be made of
such material received in the future.
4.
Any suggestions or ideas that '.7CCA personnel may have on the
matter of the readjustment of military areas, prohibited and re­
stricted zones, which may have occurred to him by reason of
participation in activities of the Division, or that may have been
communicated to him orally from outside sources, will be placed
in the form of a written memorandum and referred to Captain Young
within the time specified in the foregoing.”

specimen signatures have been given to the guard and by certain other
senior employees of the Evacuee Property Department whose specimen
signatures have also been filed. A record book is maintained by the
guard, showing the day and time of arrival and time of departure of
any who enter or leave. This book is signed upon entry to the building.
The guard has been instructed not to receipt for any items
deposited in the building; nor is he to permit the removal of any items
from the building unless they have been covered by a pass-out form
signed by an officer or our Department Head or Assistant Head. Releases
may be made only in the presence of one of those whose specimen
signatures have been placed on file with the guard.
The guard has been instructed to see that there is no smoking
in any area of the building at any time.
The guard has also been directed to make a complete circuit
of each floor of the building at least once an hour, and to report any
unusual conditions to the bank by telephone. A telephone has been
installed in the warehouse. This, however, is not connected with our
board, but is on a separate exchange.

Insurance - Evacuee Property Department

REFERENCE:

We have arranged with our insurance brokers for public lia­
bility coverage under our regular public liability policy on premises
rented or leased in connection with Evacuee Property operations, in­
cluding areas rented for furniture and/or automobile storage. Such
coverage is effective from the effective date of the lease or rental
period, even though it may not be reported to the insurance company
until several days later. When the report has bean received by the
company, its inspectors will be sent to survey the premises in order
to determine the rate. When the proper description of the premises and
the rate have been obtained, an endorsement will be attached to our
public liability policy, and the premium will be considered reimbursable
as part of the Evacuee Property Department expenses. Such insurance will
be arranged for by Head Office upon receipt of your advice of rental of
premises or areas. Claims for reimbursement will also be handled through
Head Office,
A question has been raised concerning our insurance coverage
on evacuee owned automobiles when arrangements are made to transfer the
automobiles from one location to another. Under our extended coverage
policy (Sun Indemnity Company of New York, N-557906, which covers the
policy year eoimneneing March 1, 1942) we have protection up to $300,000
for bodily injury liability and $5,000 for property damage liability,
whether the cars are operated by our own employees or by our designated
agents who have contracted to move the cars under our supervision. It
is believed that this coverage is sufficiently broad to protect ms in
the movement of evacuees* cars provided such cars are moved under our
direction. We do not have any insurance, however, protecting us against
fire and theft and collision. Such coverage is not necessary, as the
cars are accepted by us without responsibility under the terms of the
automobile form executed by the evacuee.

Following is the substance of a memorandum from Mr. Hale to
Colonel Bendetsen dated April 14, 1942, and the subsfcaioe of Colonel

going:

From time to time this bank is requested by Japanese evaouees
to aooept for storage speoial types of property whioh might not be ap­
propriate for use in areas where evacuees are finally resettled.
2. Typioally, ws have received a request from the North American
Shinto Temple, Los Angeles, to cirracige *c r tha storage of a memorial
shrine to President Washington and President Lincoln, whioh is presently
Installed in the temple itself. The shrine is fourteen feet square and
was built at a cost of approximately $5,000.00. The temple and, of
oourse, the shrine within it are situated on land owned by the Southern
Pacific Railroad Company. The temple building has been sold to the
Catholic ohuroh and will be moved, but the shrine was not lnoluled in
the sale.
3. Other avenues for the disposition of this property have been and
are continuing to be explored by our representatives.
4. This situation, while unique as to the speoiflo type of property
involved, is nevertheless typical of many oases ocmii^ before this bank

It is planned to evacuate to the Portland Assembly Center, during the
period April 28— May 5, 1942, all persons of Japanese ancestry, both alien
and non-alien, who reside within that portion of Military Area No. 1
described as follows:
All of that portion of the County of Multnomah, State of
Oregon, lying generally west of tne Willamette River.
2 . approximately 9 5 0 persons involved in this evacuation, will be transported
in accordance with the following tentative schedule:
Saturday, May 2, 1942 — 250
Monday,
May 4, 1942 — 350
Tuesday, May 5, 194-2 — 350
3. For the purpose of processing evacuees, the Federal Security Agency will
establish, organize, and operate a Civil Control Station in the above area
located at:

The Federal Security Agency is authorized to deal directly with the Office
of Emergency Management and other Federal agencies as may be needed in the
establishment and operation of this station, and the civil agencies serving
same will, in addition to their prescribed functions, be prepared to assist
the Commanding General, Northwestern Sector, in his general supervision
over evacuation in that sector.
5. Civilian Exclusion Order No. 25, this Headquarters, with accompanying in­
structions, will provide for the evacuation.
A responsible member of each
family and each individual living alone affected by the order, will be
directed to report to the Civil Control Station for processing between the
hours of 3:00 A.M. and 5:00 P.M. on Wednesday, April 29, 1942, or between the
same hours on Thursday, April 30, 1942.
The order will direct that all per­
sons of Japanese ancestry, both alien and non-alien, affected by such order,
will be excluded from Military Area No. 1 from and after 12 o fclock noon,
P.W.T., Tuesday, May 5, 1942.
6 . Medical examinations will be conducted at the Portland Assembly Center afte,
arrival of evacuees.
Medical aid for and during the processing, and for and
during travel, will be provided by the Federal Security Agency.
A physician
will be available at the Civil Control Station during the period of registra­
tion and processing to attend invalid and other exceptional cases.
7. Under this project, evacuees will be permitted to use their private auto­
mobiles in supervised groups, as transportation to the Portland Assembly
Center.
All such private automobiles will first have been registered with
the representatives of the Federal Reserve Bank of San Francisco at tne Civil
Control Station.
Provisions will be maoe by the Federal Reserve Bank of San
Francisco for the disposition of these automobiles upon arrival at the Port'
Assembly Center, where such automobiles will be immobilized.
For those
evacuees without their own means of transportation, movement by rail or bus
will be provided by Headquarters, western Defense Command and Fourth Army.
8 . Distribution of this memorandum is made to the Department of Justice (Mr.
Tom C. Clark).
In addition, this memorandum is distributed to the Federal
Bureau of Investigation (Mr. Nat L. Pieper).

In instances where appraisals exceed the Army price limitations, namely
$750 for light cars and $1200 for medium cars, further consideration as to the
disposition of the motor vehicle must be given in each instance prior to selling
to the Army at their maximum figure „
It is therefore suggested that as such conditions arise, the subject be
immediately taken up with the evacuee to determine whether cr not he is satisfied
with the maximum price which th8 Array is permitted to pay, or if he desires further
assistance from us in an endeavor to obtain a better price in the open market*
Obviously, in the case of 1942 automobiles, with the fixed market condition
which exists, the opportunities of obtaining buyers other than the Arny will be
most limited] hence, in many cases the evacuee’s only alternative, other than
substantial loss through depreciation, may be to sell to the Army*
It is quite possible, in such instances, that he will wish us to deliver
the car to a friend or a dealer, and if this is the case, Form F.PM8 should be
used for this purpose, as outlined in our letter of April 21, 1942*
In instances where the appraised value does not exceed the amount which
will be acceptable as final payment by the legal owner, we should not arbitrarily
deliver the car to such owner* We should inform the evacuee of the circumstances
and J* he concludes that the car be delivered to the legal owner, which should be
the case in most instances, his instructions should be obtained on Form KPM8. If
however, he still feels that he has an equity to protect, every attempt should be
made to bring him and his creditor together or to assist him in realising & fair
value for his car from some other source* Delivery to the creditor or to a third
person should be made only aftt.*r we have received Form EPM8 properly signed.
WCCA Form FKB-4 indicates that where the evacuee has no equity, the right
of any creditor to repossess or recapture, as provided by law, would not be resisted
by the custodian of the motor vehicle;
therefore, it is felt that if we can not
bring the evacuee and the legal owner together on agreeable terms, we should permit
the legal owner to recover possession in accordance with such rights as he may
possess in ary given case* We do feel, however, that the burden should be placed
upon the legal owner to establish the propriety of the repossession method he desires
to pursueo Such cases should be few and our file should be complete showing all
efforts cade in the evacuee’s behalf*

Dear Sirs:
We are authorized to inform you that the above designated
application for a license to remove the contents of your safe deposit
box in the United States National Bank of Portland, Portland, Oregon,
and to remove therefrom a collection of old coins to be taken with you
upon your repatriation to Japan, has been denied.
You should consider effecting the transaction referred to
under the provisions of General License No. 12, the terms of which
authorize access to safe deposit boxes by any blocked national. However,
the terms of said General License require that any money or evidences of
indebtedness or ownership which is removed from a safe deposit box be re­
ceived into the custody of the banking institution which is the lessor of
such box.
Under present regulations, each adult being repatriated to
Japan may take with him not to exceed the sum of $300.00 in cash, includ­
ing currency, travelers cheques, cashiers checks and the like. It would
therefore appear that the coins referred to could be taken with you under
the terms of license No. S.F. 27051, issued August 27, 1942, as a part of
the sum of $300.00, which amount you are authorized to take out of the
United States.

We have received a le tte r from the Secretary of the Treasury
dated November 21, 1942 advising us o f the revocation of the Authority
delegated by him to th is bank in connection with the adm inistration of
the evacuation program. As a consecuence o f the action taken by the
Secretary o f the Treasury, the War R elocation Authority has succeeded
to the authority previously delegated to th is bank and h old s, among
other powers, the freezin g power o f the character covered by Special
Regulation No. 1 issued by th is bank under Treasury authority on March
18, 1942.
Under these circum stances, I t Is believed that our a c tiv itie s
rela tin g to the evacuation program should now be confined to the ref­
erence of m atters to the War R elocation Authority o ffic e s , and we sug­
g est th at in such references you deal d ir ec tly with the S ea ttle o ffic e
o f th at agency. Inquiries pertaining to goods stored in the evacuee
warehouses should be referred to th at o ffic e , as should a ll other
problems.
We would be in terested in learning o f the expenses you a n tic i­
pate incurring in connection w ith Evacuee Property Department operations
during the month of December, 1942. While any further a c tiv itie s w ill be

such information as they may contain on the subject. It

At the request of the Treasury Department, we are endeavoring to obtain
somewhat precise information as to the quantity of farm implements, including
tractors, of Japanese evacuees which is not now in productive use. While from the
general djiformation which we have been able to develop it appears that in most
instances the fara equipment of such evacuees was transferred to the substitute
operators who acquired the farm property or was sold by them to other persons on a
private basis, either directly or through dealers in farm inaplements, with the
consequence that for the most part, such equipment remains in productive use, w*
should like to establish this fact to some degree of definiteness..
We have, from time to time, heard rumors that more or less substantial
amounts of such property were stored privately by the evacuees and thus taken out
of active production., We have been unable to obtain details of any specific cases
of this type*
In order to obtain the information desired we would appreciate your ranking
an investigation of the situation in your area* Ik) doubt the local farm implement
dealers would have a rather clear picture of the situation, as perhaps would the
county farm advisers for the various counties. However, we believe you should
contact such sources of information as the circumstances in your area dictate in
order to develop the data®

The letter cakes particular mention of the Araqy*s intention to requisition
vehicles if the evacuees are not willing to sell thaw to the Arty' voluntarily*
Please proceed with the presentation of & letter in the suggested form
to the evacuees whose cars reis&in in storage under ycur care. It is desired that
this matter be expedited as much as possible in order, among other things, to
contact the evacuees at Assembly Centers prior to their removal to Relocation
Centers*
Particular attention is directed to the fact that the m em orandum relates
oniy to vehicles now in our custody and that it does not refer to vehicles of
evacuees which were privately stored by them. It should also be borne in

We believe that the procedure to be followed,with
respect to the possibility that the Japanese mentioned in
your letter may wish to ask the Government to provide stor­
age for his restaurant fixtures, would be to submit the
matter to the War Relocation Authority for consideration.
The Portland warehouse has, of course, been trans­
ferred to the War Relocation Authority,and while the evacuee
is still in an Assembly Center, it is our feeling that mat­
ters pertaining to the treatment of property of evacuees,
particularly in a case where the storage request is subse­
quent to the date of evacuation, is one requiring a policy
determination by that agency.
If the evacuee concludes to present such a request,
please provide us with his name, and such other details as
may be pertinent, in order that we can forward it to the War
Relocation Authority. The Japanese should, of course, be
advised that the matter is being so handled.

The
Relocation Authority is establishing services
for evacuees in relocation areas in connection with the p*^tection of their property interests with a view toward assum­
ing the responsibilities which have heretofore fallen on this
bank and on the Farm Security Administration as evacuees reach
the relocation areas*
After some discussion, an understanding has been reached
between the Wartime Civil Control Administration and the .ar
Relocation Authority respecting this matter, and it has now been
deterr_ined that vre will continue to provide our services to
evacuees so long as they remain in Wartime Civil Control Adminis­
tration Assembly Centers, but when they are transferred to
relocation areas, their problems will bocore the responsibility
of the War Relocation Authority subject to an obligation on our
part to provide the War Relocation Authority with such information
as we may frtave regarding any specific problem and access to our
records for such information.
For the time being when inquiries are received from, or
relating to, evacuees in relocation areas, it will be in order to
acknowledge their receipt, advising the inquirers that they are
being submitted to the regional office of the War Relocation
Authority for consideration. The inquiries should then be trans­
mitted to us, together with any information you may have bearing
on the subject, and we will in turn pass them on to the local
headouarters of that agency.
Please retain the original of the inquiry for your file,
providing us with two copies of the material forwarded, one of
which we will transmit to the War Relocation Authority.

The follow ing is the substance of a memorandum from
Mro Eo Ho Fryer, Regional D irector, War Relocation Authority,
addressed to a l l Project Directors under date o f JulylS, 1942,
providing information regarding the above subject*
"It appears p ossib le that an exchange of nationals nay be arranged
between the State Department and the Japanese Government0 This
memorandum w ill supersede a ll previous Instructions on the su b ject0
Changes in procedure from preceding instructions are made necessary
by new developments in exchange negotiations8
"The War Relocation Authority has been requested to submit certain
information concerning persons who wish io be repatriated, which,
i t is f e l t , can best be supplied through the preparation o f an
application form "Individual Request for Repatriation" „ This fora
is id en tica l to the form which w ill be circulated in the Assembly
Centers under the ju risd iction of the Wartime C iv il Control
Administration»
"The follow ing instructions have been issued by the CCA which may
serve as a guide in answering inquiries concerning the plan*

We are enclosing a copy of a letter dated June 11, 1 % 2 ,
from Miyako Nakamura, which has been received by our Portland Branch
under the circumstances outlined in a communication received from our
Branch under date of June 22, 1942, which is quoted in part, as follows:
"A letter dated June 11, 1942> written by Miyako Nakamura, now
at Tulelake, California, and addressed, to Mr. M. K. Conway at Chehalis,
?/ashington, came to this office after being sent by Mr. Conway of the
Washington State Employment Service to Mr. Tom G. Rathbone of the United
States Employment Service at Olympia, Washington, and referred by that
oifice to the Seattle Branch, Federal Reserve Bank, reaching us from that
source on June 20. We are enclosing a copy of the letter inquiring about
the location of the evacuee’s property and the steps necessary to return
the property to the owners now at Tulelake, California.
Jur records indicate that we did accept for storage in Portland,
one trunk as described in the letter, from Yasaku Nakamura, under family
No. 19S83,^and received at Warehouse No. 5, Oregon Transfer Company,
733 N. 7. iwerett Street on June 4* 1942* We hold also an acknowledgment
dated June 12, 1942, signed by Yasaku Namamura for a copy of the WCCA

Morm^FRB-2, sent to him as his official receipt for the stored property.
The family registration and all of our storage f o m s are in the name of
Yasaku Nakamura, while the inquiry letter is signed by Miyako Nakamura.
Former identical address and all other details indicate they are
apparently in the same family.”
