In compliance with the Board's request, transmitted in your
memorandum of October 21, I submit the following statement about
the probable cost of bringing up to date the reports of the Committee on Branch, Group, and Chain Banking.

Presumabli the re-

visions should be such as to carry the material through 193, with
such data for 1933 as is available.

The statistics in the volumes

as they stand are carried through 1931 in most instances with only
general data for 1932.

The detailed analysis of banking profits

covers the years 1926 to 1930.
From the point of view of this inquiry, the reports can be
grouped into three classes: (1) those on Branch bankinL in Englanei
Branch banking in Canada, and 225 bank suspensions, which will require little or no revision, because they are largely descriptive
in character. (2)

Branch banking in the United States, Branch

banking in California, Banking groups and chains, and the Dual
Banking system, which would require revision on the basis of more
recent developments, but at a smaller cost than would be required
for the volumes in the next group. (3)

Changes in the number and

size of banks in the United States, 1834-1931; Bank suspensions in
the United States, 1892-1931, and Banking profits, 1890-1931, which
would require

a

great deal of tork and expense to bring up to date.

These volumes are statistical and the statistics are based largely
on the tabulation of original schedules, which are both complex and
numerous.

This is particularly true of banking profits.

The summary of the reports would have to be revised if the
other velumes are revised.
It is impossible to make an accurate estimate of the cost of
the revisions, but I an inclined to state it this way.

The seven

non-statistical volumes could be brought up to date for approximately

4,000.

The volumes on bank suspensions and on changes in

the number and size of banks colic' be revised for an additional
U1000, and the volume on profits and the summary would cost a
further 47,300 to revise.

The cost of bringing all the volumes

up to date, therefore, could be estimated at not leas than Z15,300.
My judgment would be that it would not be worth the money to
undertake this revision, unless it would carry the data through
the year 1933, which would involve considerable delay and additional
cost.

Inclusion of additional data for 1931 and 1932 would not

change the picture sufficiently in my opinion to justify the cost
and the delay.

The volumes as they stand, I believe, give a sub-

stantially correct picture of banking in the United States prior
to the 1933 crisis.

that it would be safe to set the cost at a figure of lose than ;:15,000.
Lnong the Committee's volumes, there are at one extreme those ye 1u
which could probably go untouched. In this class are England, Canada, and
225 Bunk Ampensiona. ,*,t the other extreme, there era three volltmos containing many complex statistioal series, whioh should probably be
down to the end of 1932.

Statistics for the year 1932 are either not included at all, or
inadequately, in both the Suspensions and Changes volumes. The same con..
dition oxists with respect to the four volumes:

Branch Banking in Cali-

fornia, Group Banking, Branch Banking in the United States, and Dual
Banking. The addition of a year's figures mould entail esuiplem alterat7
in charts and tables.

In the ease of these six volume most of the nem

sary data are in the Division of Bank Operations.
In view of the tact that both the louvers& and Operations Divisions
are loaded down at the present time, considerable outside help mould have
to be employed to undertake such a revision. It would seem to me that if
the revision were undertaken, it should be with the idea of completing it
rapidly by thy employment of a relatively large staff, rather than more
reasonable
perhaps
slowly by
smiler star:. The/Objective mould be/to offset the revision

in a period of/three months. To manage the job I feel that me mould wed
about three teams, eaoh, teem to be oomposed of one senior persons a =cline
operator, and a stenographer.

The aggregate payroll

of the three months, therefor so mould approximate J.0,000. There mould

safety, I should hesitate to say that the job Gould be dome for less trtil.

During the last six months (October, 1932 - Merch, 1933) of the
operation of the Oemmittects staff, expenditures were roughly OA,

clerk, and four stenographers. In addition to these, in the previous
two months, Er, Greer and a se ond clerk were on the payroll. During

Banking for the purpose of amending the report previously submitted by the Committee in the light of events which have transpired since the report

and eventually published, and you were requested to submit to
the Board an estimate of the probable cost of amending the report in accordance with the recommendation of the Governors' Conference.

Excerpt from Minutes of Meeting of Federal Reserve Board Held on October 19,
1933.

"Attention was called to the action taken at the recent Governors'
Conference in recommending to the Federal Reserve Board the reconstuting
of the System Committee on Branch, Group and Chain Banking for the purpose
of amending the report previously submitted by the committee, in the light
of events which have transpired since the report was prepared and with the
view that the amended report would be submitted to the Federal reserve banks
and eventually published.
"A discussion ensued, during which Mr. Morrill stated that it was his
understanding that the copy of the committee report which

was

sent to Senator

Glass at his request is now in the hands of Mr. H. Parker Willis; that the
Brookings Institute has had correspondence with Senator Glass expressing a
desire to have access to the report; that Senator Glass' office had requested
an additional copy of the report so that he could make it available to the
Institute; and that during the last few days of the lest session of Congress
Senator Glass had stated that he planned to have the report printed as a
public document, but that he had not done so.
"The suggestion was made that the Board obtain an estimate as to the
probable cost of bringing the committee report up to date.
"At the conclusion of the discussion, Mr. Hamlin moved that
Mr. Goldenweiser be requested to submit to the Board an estimate
of the probable cost of amending the report on branch, group and
chain banking, in accordance with the recommendation of the Governors'
Conference.

appointed yesterday.
The total expenses f the Committee for th- month of Decelber pill
be about $3,100.

At the end of that month the staff wila be further re-

duced and beginning with January first will coneist only of the Secretary,
one clerk, nnd four stenographers and tapists. The total monthly expenses
of the Committee, including rent, beginning with January, will be about
$01,800. It is expected that the work till be entirely completed la7 the
end of March.

All of the research projects undertaken by the staff have now
boen cpmpleted except Agricultural Conditions and Bank 6uspensions which
is being prepared by Mr. David L. Wickens of the Department of Agriculture.

The uelay in this case is due to the fact that 11r. nckens has

been able to give only part of his time to the work.

Mr. Wickens has

promised Ile that report in about three weeks, and I estimate that it
will take the 'Secretary three or four weeks to work the manuscript into
suitable shape for the Committee.
We have now sterted to edit and revise the other reports in
accordance with the suggestions received from the members of the Committe, and, in so far as possible, in accordance with the views of
the Connittee meabers expressed at the recent meeting when the summary
report was in the process of preparation.

That means that each of

these reports must be carefully edited by the Emcretary.

There were

a number of swrgestions and questions which need to be followed up.
In one or two cases some reorganization and retriting will be necessary.

The accompanying bill is the concluding statement
submitted
by the Statistical Tabulation Bureau for work
done for the Committee
on Branch, Group and Chain Banking. This is
the last of eight bills
in connection with this work, the last previous
statement having been
submitted on January 25. The delayed receipt of
this final statement is largely accounted for by the more difficult nature
of the
work requested since last January, and the fact that we
have insisted
on all corrections and necessary modifications being completed
in a
satisfactory manner.
The amount of this concluding bill for $465.76 is larger than
had been expected and when added to the $2,680.4.0 used up to last
January 25 represents a sum in excess of the total estimated coat for
this part of the work. This is a point of particular regret on my
part, since I have had in mind your repeated emphasis of the necessity
of economy and your expressed desire that expenditure be held to as
low a level as was consistent with high quality of work, and I have
frequently mentioned this fact in discussing the work with Mr. Tay of
the Tabulation Bureau.
Before considering the fairness of this claim, I wish to point
out that the amount of new tabular work included in the bill is comparatively limited, totaling to only 171.26. Despite the fact that
several important tables were provided, the item in this bill for sorting is only $46.0b and for tabulating $25.20. Most of the more than
,0 tables on which work was done in whole or in part since January
were begun previously and were provided for originally in previous
statements. The principal items in the bill at hand represent work
incident to the completion of the work or those entered to allow for
special services essential to the tabulations but not otherwise provided for. There has been more of this special work on the later
tables than on the earlier ones.

This work since January has related in one way or another to a
total of about 30 tabulations and comparisons and, according to the
formal letters of transmittal, was received on about 25 different days
between January and August. This of necessity required a large number
of "headings" to properly designate the respective areas and data columns appearing on the completed machine tapes. Our contract with the
Tabulation Bureau provides for this item at the rate of 10 cents per
heading. The amount billed, $68.10, seems to be a slight understatement in this case since the number of 661 when combined with the number
of 750 previously billed totals 1431, whereas an actual count in our
offices shows 1545.
The process of digiting or mechanical multiplication of tabulated
items was employed on five tables representing cases in which it was
thought that hand processes would be less economical. Eleven tables
required the matching of punched cards in order to eliminate those
cases in which data were not reported for all the items used in the
analysis and so to provide for dependable comparisons.
The contract makes no specific provision for compensation for
digiting or for matching of cards, although at least sone digiting was
contemplated at the time the contract was made. The necessity for
matching cards to insure strict comparisons was not adequately allowed
for. The work has unquestionably been made more difficult by the fact
that the schedules were voluntary reports and that frequently the banks
failed to answer itelas on which comparisons were helpful for our purpose. This situation has occasioned extra labor in our office also.
The Tabulating Bureau has included allowances for this work on the
ground that it has represented additional services not originally provided for in the agreement or in the estimate. Possibly this work may
be considered as coming under the head of clerical work, which is provided for, although the use of machines is involved also.
Mr. Way of the Tabulation concern objected early in the course .
of the tabulation work that the various classifications needed for our
purposes were time-consuming factors, contributing to the hand work of
his operatives and offering obstacles for which his original estimates
of time and cost had not adequately allowed. I have replied that we
were both bound by the contract and have cited the urgent need of
economy on behalf of the Committee.
Regarding the particular items which compose the bill in question, I feel that the work involved represents valuable analysis which
would otherwise nave been impossible. I also feel that altogether the

Statistical Tabulation Bureau has done its work carefully and well.
Nevertheless specific provision for compensation is not provided by
the contract for the cases cited above, and if you believe that the
items in question should be disallowed they can be protested and the
bill returned to the Tabulation Bureau.
The task of tabulating and analyzing the data on the agricultural
bank credit schedules has proved to be more of an undertaking than originally contemplated. At first expected to be a comparatively short schedule
requiring but a few months to tabulate, the form finally approved by the
Committee represented a much more comprehensive inquiry and necessarily
called for an increased amount of work for analysis of its returns. 'Then
tne revised estimate of probable cost entailed by the expanded schedule
was received from the Statistical Tabulation Bureau, I called the Chairman of the Committee, inasmuch es you were then out of the city, to
apprise him of the amount before proceeding with the work. Re replied
to the effect that we must complete the study even though the cost
should exceed our original estimate.
Throughout the course of this study I have been Impressed with
your frequent mention of the desire to produce a report of such thoroughness and high quality as would comport with the importance of the inquiry. I have ,4ven the more attention to this purpose because it
represents also my own idea of research.
The work that I nave had done has been requested with the idea
of quality of results in mind as well as that of economy. In so doing
I have not at any time understood that expenditure was to be held within any exact limit irrespective of consequences to the study. Frequently it has not seemed practicable to determine in advance the amount of
work viarranted, and hence its cost, because of the necessity of deferring
some decisions until the data were examined. As in the cases cited above,
inspection often has saown the need for supplementing the origiaal table.
Had my understanding regarding this work been other than that indicated
I should have instructed the Statistical Tabulation Bureau to cease all

Is not some mistake about this. Lnst spring when we were eelking an estimate of the further expenditures of the Committee you reported to me
thnt the amount lready naid to the itotistio.1 TebuIntion Bureau would
cover the work to be done, and therefore we included no extimete for
additional tabulations. Up to that time I had been under the impression that ee had been paying for work when completed, but you informed
me that we in fact h2d cold in advance for the work contracted with the
.tatistical Tabulation Bureau. It was my definite understanding at that
time, however, that the work contracted for nod been paid for and teat
there would be no further obligations incurred on behalf of the Committee,
you please look into this matter.
I understand, of course, that the Committee is obligated for
the additional item on the some statement for ,.;269.94, representing the
amounts withheld from previous statement5unti1 the work should be finally completed.
It h-s noolbeen over eighteen months since the Committee authorized this statistical study and over a yeer since the returns were
all in. In asking the Committee to authorize the sending out and tabulation of this euestionnaire they -fore told that it would reouire some
four or five months to do the -eork. I have not checked up recently on
the estimates of cost but have an impression we have paid the etetistiTebuletion Bureau more than the original estimate. Under the circumstances it will be difficult indeed to explain to the Co.emittee why
we are paying so large an additional bill at this let() date, and I fuel
that I cannot de so unless I know more about the facts in the case. If

Dear Mr. Fleming:
6ome weeks ago we submitted to the Federal Reserve Board,
on request, a statement showing the total expenditures of the Committee on Branch, Group and Chain Banking to April 15, 1932, which
aggregated :100,064. at the same time we made an estimate that the
total additional expenditures of the Committee would aggregate about
Q35,000, exclusive of the cost of printing the report, and we are
makira every effort to live within that estimate. That means we
must make the necessary revisions and put the reports in final form
as rapidly as possible.
Time is an important factor not only from the viewpoint
restricting
of
expenditures but also because it is necessary to
have the material in available form wen the question of banking
legislation comes up again. It seams imperative that three reports in finished form should be submitted to the Board and to
the Governors in sufficient time to be passed upon and be ready
for submission to Congreas when it convenes again in December.
Vie should like to have a meeting of the Committee about
the first of October in order to adopt a summary report to be submitted by the Committee, as well as to agree on the form and contents of the individual research reports, Prior to the meeting
we expect to prepare and submit to the Committee members a preliminary draft of the proposed Committee report, which will summarize the findings of the various research reports prepared by
the staff, draw such conclusions as the parts indicate, and make
such recommendations, if any, as the Committee may agree upon.
This preliminary draft will be the basis for the Committee's
discussions, and we will submit it a few days prior to the
meeting in order that the various aembers may have time to
consider it.
