Your letter of the 22nd asking us to do what we can in behalf of
locating a Regional Bank at Houston, received.
In reply, I beg to say to you that i f there is going to be a
Regional Bank in Texas, we would naturally favor Houston. It is nearer
than Dallas and more lo gic a lly situated from a business stand-pcinl as far
as we are concerned. I f there is any ohance of a Regional Bank being
located in Texas, T think we should a l l work together and have it looated
at the most logical place without too much fric tio n between the o itie s.
In ether words, whichever city, Houston or Balias, is better situated fo r
the Regional Bank, I think a l l Texans should "p u ll together" and havo that
particular oity.
T presume that you and your friends w ill be here on the

Dear Mr. McAshan:This mornings mail brings me letters from your­
self and Mr. Talley touching the designation of Houston for the
location of one of the Retinal Reserve Banks under the new Federal
law.
I believe that all of the Austin banks are friendly
to Houston and would be glad to see the Retinal Bank for this dis­
trict located there.

Austin will not be an applicant for the

place, and it is possible that fact had something to do with the
change of place of hearing of the Locating Committee from Houston
to Austin.
We will be glad to have all of our friends from
Houston come to Austin and attend the hearing before the committee,
and if you desire to have a meeting with the Austin Clearing House
before the hearing, and will indicate the time that will suit your
pleasure in this matter, we will be glad to call a special meeting
for your benefit.
In preparing data to submit to the Locating Committee, permit me to suggest that you work out and agree among
yourselves at Houston what territory you desire included in our
district, the number of banks that would be eligible to membership
in that territory, the capital and surplus of those banks, as well

location of Federal Reserve Bank in this Territory,be 3 to advises
It is

opinion that we- should f i r s t unite in securing such Heserve Bank in
Texas,and have no dissention on that point*

After%having ;>uch concession from the Organization Committee, then I think
as between the citjres of Texas, the contest should be narro?/ed down between Houston
and Dallas, as it is my .firm b e lie f that i f any Reserve
Bank is put in
Texas at all,th a t it w ill be either in Houston or Dallas, on account of the great
Commercial Banking business done in both of these cities,the record whereof as
compared with other cities in Texas, speaks for i t s e l f as to either city. Both
cities now have some of the strongest banking institutions in the State.
I-fow, as between these two c itie s , on account of the main aggricultural pro­
duct of the state cotton, goiaqgx&kxx the bulk of which passes thru and is handle
thru banks in Houston, and ta n ri w g 3fhBrBnnrrar»a«wi»-xnm

. it being also so con­
venient to* Sain Port of the State,and being incloser touch with the business
v/hich w ill soon come thru the Panama Canal, ray personal preference is in favor of
Houston, as against Dallas. At the same time there are many good reasons that can
be advanced in favor of D allas,especially i f they should make Arkansas, Oklahoma
and 2Tew Mexico a part Of this Territory,then of course Dallas would be more central
in the Beserve District and in the heart of the densest part of the population.
It w i ll not be convenient for me to go to Austin,when the Committee meet there,
on account of the change that w i ll take place in our cashier he re, I deem it best
for me to remain here in close tough with the business.

advise that it will not be possible for me to attend the meet­
ing at Austin, but our MT. W. 3. Davidson has kindly consented
to attend th# meeting.

After thinking over our interview with

the gentlemen from St. Louis, I have become convinced that we
could be best served by a reserve bank at St. Louis with the dis­
trict composed of the territory suggested by them.

I think Mr.

Davidson is of the same opinion.

It is my purpose to attend the meet­
ing, which I regard as being important for all
banks in this section, whether National or
otherwise.
If it is Houston's ambition to
have one of the regional banks, I would heartily
endorse such a movement and lend my efforts
in this direction.
If Houston can not get it,
and Dallas can, I would favor Dallas.
I believe Texas is big enough and
of sufficient commercial importance for us to,
at least, make an honest effort in trying to
locate one of the regional banks withinh#r *
borders.
If this can not be done, I am open
to suggestions as to what district in which our interest
can best be subserved.

Whereas, there exists among the financial industrial
and commercial interests of Texas such an universal sentiment
favorable to the establishment of a Federal Reserve Bank in the
State to serve a district of which it shall be a part, and
whereas the showing made at the hearing before the Organization
Committee at Austin on the 9th inst., by the various Texas Com­
mittees appearing there, was of such a creditable nature, per­
taining both as to the resources of the State, and the volume
of banking capital which it would contribute toward the new
system under the Federal Reserve Act,
Therefore, be it Resolved that it is the sense of
this Convention that the efforts to obtain the location of a
headquarters bank in Texas be and is hereby endorsed and that
the said! Organization Committee be requested to give every
consideration to the claims of our State for such designation.
Further that the preference of those here assembled
is for Houston as the logical place in Texas at which such
bank should be located.

Dear Mr. Welle*
I have your favor of £9th inst. relative
to the v is it of the Organization Committee to Texas and
assure you that I think Texas should have one of the banks.
I was under the impression that the Committee
would v is it Houston and had planned to v i s it Houston during
their stay# and shall try to make it convenient to appear in
Austin as suggested "by you#
There does not appear to "be any real good
reason why one of the "banks should not "be established in
Texas. The State is the largest producer of cotton in the
Union, produces a large per cent of the grain crops and
more cattle than any of the other States; and during the
crop moving season uses more money than several of the
other agricultural States combined, because the harvest
season extends from July to January.
Naturally I prefer Houston as the location,
but want Texas to have a bank and am w illin g to be democratic
and labide by the decision as to location, but as stated at
the beginning of this paragraph I prefer Houston and believe
that on account of the railroad and other f a c i li t ie s this
territory can best be served out of Houston than any other
City of the State, and besides she has the greatest banking
strength of any City in the State*

is necessary but that a bare p re se n ta tio n of the fa c t s w i l l
convince the Committee that we are e n t it le d to i t .
I have looked up the most authentic f ig u r e s a t my command
and they would in d ic a te that Texas alone would be e n t it le d to
such a bank.
A ra ilw a y m ileage g r e a t e r then any State in the Union;
twenty f i v e b i l l i o n f e e t o f standing Pine timber and ten b i l ­
lio n f e e t of hardwood timber w ith in h er b o rd e rs . The p o rts o f
Houston and Galveston alone exceeding in th e ir exports a l l the
i:>orts of the P a c i f i c slo p e . T h irty m illio n acres of land in
c u lt iv a t io n with products therefrom of $563,000,000.00, the
cotton crop M t h i t s products amounting to #326,237,000.00.
Manufactured products $439,732,000.00. These m atters mentioned
togeth er with our R ice, M in eral P ro d u c tio n ,F ru its & Truck,Hay,
Corn, Wheat, c a t t le , Oats, e tc . are the foundation f o r b u s i­
ness th at would in d ic a te that we might have a Bank f o r Texas
alon e.
Through Houston and Galveston pour the t r ib u t e of seventy
f i v e thousand m iles o f R ailro ad with a product whose v a lu e
i s almost in c o n c e iv a b le .
S ix p e r cent o f the c a p it a l and surplus o f i t s banks e l i g i b l e
to membership would form a R egional Reserve Bank with a c a p i­
t a l above the amount re q u ire d .
Owing to i t s g e o g ra p h ic a l p o s itio n i t i s through Texas that
must come the developement o f our trade with Mexico and a l l
the R epublics to the south o f us, our n a tu ra l trade t e r r it o r y
i s there and the bu sin ess i s ours i f we go a f t e r i t . Texas
has the two n ea re st deep w ater p o rts to the Panama canal
and th is w i l l of course prove a pow erful stim ulus to the
bu sin ess o f Texas and the grov/th o f i t s re so u rc es. I t i s true
that we can make a w onderful showing now but the next ten years
w i l l show an improvement th at w i l l dwarf into in s ig n ific a n c e
a l l that we have ever done in the p a s t.

establishment of Regional or Federal Reserve Banks,in the various
important cities of the United States,for the purpose of facili­

these Banks, but i t should be viewed as the l o g i c a l p o in t f o r the
lo c a t io n o f suoh whfcn the advantage to the whole Southwest i s considered.
F i r s t : 5*rom the view poin t o f it s being the one center through which
about one fo u rth o f the cotton crop o f the w orld mo^es in fin d in g
i t s way to w ater tra n sp o rta tio n to the markets o f the w o rld , i t s b ein g
the r a i l r o a d center o f Texas, and a seaboard p o in t n ea r-b y the la r g e s t
seaport o f thd Southwest.
Second:
The one p o in t through which the
a g r i c u lt u r a l and m ineral products o f the West must fin d t h e ir way to
the seaboard, on completion o f the Panama Canal.
Third:
By reason
o f the c e rta in ty that the coast country o f Texas w i l l one day became
th e in d u s t r ia l cen ter o f the Southwest, and now being looked upon as
the l o g i c a l lo c a t io n f o r American f a c t o r i e s , the clim ate b e in g such
that in d u s t r ia l o p e ra tiv e s can l i v e here more cheaply than they can
in the more rig o ro u s clim ates o f the ^orth and N orth east.
These
problems have found s o lu tio n in the lo c a t io n and growth o f the
O r ie n t a l T e x t ile M i l l s , the on ly w orsted fa c to r y ever to have gotten
on i t s f e e t in the South, p rovin g c o n c lu s iv e ly from i t s p resen t
prosperous con dition and that o f it s p e o p le , that m anufacturing in
a l l lin e s can be c a r r ie d on in tue coast country o f Texas to success­
f u l l y compete w ith a l l the markets o f the w p rld .

the v?ork of the Organization Committee in conduct­
ing public hearings at various points, fo r the pur­
pose of determining the boundary lin es of the regional
d is tric ts and the location fo r the headquarters of the
Federal Reserve Bank in each.
On February 9th and 10th such a
hearing w ill be held in Austin and the testimony
of the bankers in this section generally, whether
written or o ra l, would be very h elp fu l to Secre­
ta rie s McAdoo and Houston in arrivin g at a con­
clusion.
As a member of the local committee
I hope thet you ere planning to attend the hearing
at Austin and that in the meantime you w i l l w rite
me, giving an expression of your views concerning
the location of the proposed Federal Reserve Bank

My dear Mr. Wells
I beg to acknowledge the receipt of
your favor of January 30th in regard to the location
of the proposed Federal Reserve Bank of this d is t r ic t .
In response to your query as to my
choice in the matter, I wish to state that loyalty fo r
my immediate section prompts me to make Waco my f i r s t
choice. However, I do not consider that Waco has the
semblance of a chance to secure the plum and I am today
w ritin g the organization committee and giving Houston
as our f i r s t choice.
There is l i t t l e fo r us to choose be
tween Houston and D allas, but Houston is easily as access­
ib le to us as D allas is and we believe i t would be some­
what to our advantage to have the bank located there.
Accordingly, we are making Houston our f i r s t choice, Dal­
las our second and St. Louis our third selection. I
believe that our in terests would be w ell taken care of
with a Federal Reserve Bank in either of the three places.

I should think that Houston could better serve the interests

the meeting, but wish to assure you that it is our desire that
the Federal Reserve Sank be located at Houston, as we believe
Houston to be the mee t convenient, and centrally located city
of the State for tfeat purpose, as business can be transacted
from the biggest portion of the state with Houston in the
shortest time, on account of the railway facilities, of any
other city in the *Hate.
As we ^ ill not be represented at the meeting,
we trust that this letter can be used in expressing our desire
for a Federal Reserve Bank to be located at Houston, aid we
believe that your local committee can advance information that
will tend to have the reserve bank placed there.

lour letter of the 31st* regarding
the location of the proposed Federal Reserve Bank in
this territory received#

It is not at all probable that

I will be able to attend the hearing of the Organization
Gommitte at Austin on the 9th* and 10th*, but my choice
is Houston first, Dallas second and New Orleans*last of
all*

It appears to me that our territory should consist

of states wholly west of the Mississippi and to extend as
far north as possible*

Dear S i r : I have received your le t t e r of January 31st in regard to
location of Federal Reserve Banks.
At a meeting of our directors held this a*m* i t was resolved
that our choice of location of Federal Reserve Banks was New York City,
Boston, Chicago, St. Louis, San Francisco, Atlanta* Denver and Houston.
Choice fo r this D is t ric t, Houston f i r s t , la s t and a l l the time. Have
mailed cards to the orgin&zation committe to this e ffe c t.
While we re a liz e we are not in a position to in te llig e n tly arrive
at a conclusion which would help a l l the banks in this d is t r ic t , but from
what we can learn from the press and otherwise i t seems to us that in case
Houston can^t be appointed as a reserve bank we would rather be attached
to Atlanta or New Orleans than St* Louis, notwithstanding the position
some of our San Antfcnio friends take to the contrary*
I expect to attend the meeting in Austin on the 9th and 10th
and w illno doubt hear some reasons why Houston 3hould not or should have
the reserve bank fo r this d is t r ic t .

I had planned to be in Austin ©n one of the days fo r the pro­
posed hearing by Messrs.McAdoo and Houston,but M r.G riffith has been
drawn on the Grand Jury and I cannot say ju st at this time whether
or not I w ill be able to leave Taylor on the days set for the
hearing.
In picking a place fo r the proposed Reserve Bank fo r this
section,we long ago decided on Houston,and we w ill do whatever we
can to a s sist in locating the Bank in your city . Houston is the
natural market for this section’ s chief product-cotton,and i t is
the centre not only of most of the Railroads in our %%ate,but i t
is the centre of the O il,the rice,th e cotton,the lumber and grain
intereste*and is no inconsiderable liv e stock market.
Houston*s great volume of business.and it s a c c e s s ib ilit y ,to a
large and prosperous te rrito ry , ought to be controlling factors in
placing the Bank in your c ity .
We sent in the name of Houston as our f i r s t choice,for the
location of our D is t r ic t ’ s Reserve Bank.
