Richmond would be entirely satisfactory, not
only to Richmond and the Eastern portion of
the state, but throughout this entire section.

Sir:At a meeting of our Board of Directors today the location of
a Regional Reserve bank at Richmond, Va., was discussed and there
was a strong feeling that one should be located there.
I feel it is unnscessary to make any arguments whatetfer to you in favor of Richmond as you are better acquainted
with all the reasons why Richmond should be named than I could
tell you.

I will, therefore, merely express the strong desire

of our bank that you do all in ycur power towards having a
Regional bank at Richmond, Va.

Dear Sir:Your letter of the 26th is at hand and I have just
wired you that the Citizens Bank & Trust Co. sf this place
has today written the Organization Committee and recommended
Richmond as a plaes to locate the Regional Reserve Bank*
I suppose that the reason they had not done this
before was the faet that they had not decided to enter the
Federal Reserve System and did not think that they were
in position to nake any recommendation in the matter*

My dear Sir:The purpose of this note is to call your attention
to the gallant fight Hichmond is making to be _desig n a t e ^ as_ one
of the Federal Reserve Cities, under the "Federal Reserve Act”.
Nothing that concerns Richmond and Virginia can be indifferent
to me, as a Virginian*

On the contrary my heartgoes out

in

warm sympathy to every effort looking to the prosperity and up
building of Richmond and Virginia*
The growth of Richmond in population, wealth and com­
mercial importance has been so remarkable and gratifying within
the last twenty years, that I think she has won the right to be
designated as one of the Federal Reserve Cities under the "Fede­
ral Reserve Act".

I sincerely trust that you may do all in your

power, that you can honorably and properly do to have Richmond
designated, as one of the Federal Reserve Cities. In fact should
Richmond and Virginia lose out in the fight to have Richmond des­
ignated, as one of the Federal Reserve Cities, in common

with

thousands of Virginians, I would feel a distinct disappointment*

As the provisions of the Federal Reserve Act provide
for the establishment of from eight to twelve Federal Reserve
Banks in various citiey of the United States, the Organization
Committee is now engaged in the preliminary work necessary to
provide the opportunely to the various cities of the United
States to present yfeir respective claims.
Richmond# for various reasons which we feel will
readily suggest
themselves to you, earnestly desires the

establishment of a Federal Reserve Bank in her midst, and we
feel that Richmond, Virginia is geographically located to
serve best the interest of this section.
Richmond is the Gateway to the South; a position
sustained by transportation facilities unequaled in any other
Southern city. The Atlantic Coast Line, The Southern, and
the Seaboard Air Line provide for Richmond & service which must
appeal to bankers located along the Atlantic seaboard.
Mails leaving Richmond at night via the Richmond
Washington line for Washington, Baltimore, Philadelphia end
Hew York, are delivered before banking hours the following day
and to the banking centers further North, a few hours later.
The C & 0 and H & W Hoads place Richmond in direct connection
with the large cities of the Middle West and our claim, there­
fore, is, that Richmond possesses geographical conveniences
of such a nature as to serve best banks in the states of Virginia,
North Carolina, South Carolina, Eastern Tennessee and Southern
West Virginia, Georgia and Florida.
The establishment of a Federal Reserve Bank south
of Richmond to meet the needs of the territory indicated herein,
would, in our judgment, create a reversal of existing banking
facilities which have become established by the trend of

Virginia are greater than any of the states above named, and
the argument which we present,is, that whatever our requirements
have been or whatever they may be under the new system, can
and will be safely met in Richmond, Virginia.
We enclose herewith a memorandum showing the National
Bank capitalization, deposits, etc* in the Southern States.
You will note that the combined Capital and Surplus of the
National Banks of Richmond is greater than that of New Orleans
or Atlanta, and tht the deposits of the Richmond Banks are
much greater than those of Atlanta, or New Orleans or Louisville.
A careful study of these figures will be interesting to you
and should recommend Richmond as the logical location for this
Reserve Bank.
We appreciate to the greatest extent the responsibility
which rests upon the Organization Committee, and trust that

RESOLUTION OF BANKS OF RICHMOND.
At a meeting of the hanks of this City it was RESOLVED,
that the Banks of Richmond, Va. will co-operate with the commercial
bodies of this city to secure the nomination of Richmond as the
location of one of the Federal Reserve Banks, believing that its
banking capital and surplus, its geographical position end the fact
that it is the nature,! point of trade for the South Atlantic States
and a portion of Tennessee and West Virginia, entitle it to such con­
sideration.
It is the most important city in finance,.trade and
population in the territory named.
It is in the trend of trade and
finance to the North and East and numbers now omongst its depositors a
large number of the banks in the section named.
Its geographical location and railroad facilities
connecting it with all points in this territory, as well as its
proximity to the great trade centers, render it most convenient
to those cities for the transaction .of their business.

Reserve Bank in your city, and in reply beg to
say that we are heartily in accord with the movement.




Beg to advise that we have written to
each member of the Federal Reserve b ank Organization Committee,
a strong appeal, for the location of one of the Federal Re­
serve Banks in your city; we have also written to our senators
and representatives urgung upon them the impor4ance of having
one of these banks located in Bichiyond, and asking them
to use their influence in this direction.
Trusting that all the banks in the Virginias
and the Carolinas are joining in an earnest appeal
to have Richmond a reserve city, and that we will

RXCHIfOHD.

At a meeting of the banks of this City it was RHSOLVBB,
that the Banks of Richmond, Va. will co-operate with the eoimaeraial
bodies of this city to secure the nomination of Richmond as the
location of esie of the federal Reserve Banks, believing that its
banking capital and surplus, its geographical position and the fact
that it is the natural point of trade for the South Atlantic States
and a portion of Tennessee and West Virginia, entitle it to such
consideration. It is the most important city in finance, trad#
and population in the territory named. It is in the trend of trade
%k&. finance to the North and last and numbers now amongst its depositors
a large number of the banks in the section named.
Its geographical location and railroad facilities
connecting it with all points in this territory, as well a* its
proximity to the great trade centerff render it most conven**nt
to those oities for the transaotion of their business#

the Reserve Bank in Richmond, because Richmond is the established center
for a large and prosperous section* and we think that a greater number
of State Banks and Trust Companies would become members, if the Reserve
Bank was located at Richmond that at any other City of the south.
Should the Reserve Bank be located in Atlanta, ITewOrleans, Louisville
Washington or Baltimore, we would not join the Reserva Association,
and we take it for granted that a great many other state banks are very
Similarly situated.

Dear Sir:We are writing to express some reasons why we would
prefer to have the Federal Reserve Bank , to serve the South
Atlantic States, located in Kichmond, Ya.
Kichmond is not only a large city now, with varied in dustries, hut it is growing in size, wealth and importance every
year. It is so
mo-j^e convenient for the people of this sec­
tion to jiatronize that city in banking and commercial business,
that it seems quite natural for us to send our business there.
Direct railroad connections of several different lines
make it easy and convenient for a large section of the South to
deal with Richmond with least possible loss of time. In the
Tobacco and Cotton sections large amounts of cash are required to
pay for the crop every year, and it is frequently necessary for
banks to wire for currency in great haste to come in by the next
train.
Before the is’ederal Reserve Act was passed, I had thought
that if Richmond was made a reserve city, even under the old law,
that it would be a convenient reserve city for the country as far
South as the Gulf of Mexico. There are railroads entering Kich­
mond, not only from the South but from every other direction,
which, in my judgement, would make it a very convenient place for
the location of the bank so far as paints North and 71eat are
concerned as well as Rast and South.
ITot only the Banks of our section deal with Richmond, \V
but our merchants and other citizens deal largely with her Whole- \
sale and Betail Merchants in every line. I dare say a majority
of the people in this section visit Kichmond tem times as often
as any other city.
I would consider Kichmond the most convenient
city for us to have currency shipments made, certainly of all the
cities that have been mentioned or considered as a possible point
for the location of the Reserve Bank.
<x far as 1 am informed, I think the peox^le of this

section are practically united in their preferring Richmond for
the location of the Reserve Bank. Another reason is the large
number of successful, conservative banks with large capital and
surplus located in Richmond*

It is the cost important city

in finance, trade and population in the territory named. It.ts in
the trend of trade and finance to the Borth and Bast and numbers
now amongst its deposltirs a large nrraber Of the banks in the section..
Its geographical location and railroad facilities
connecting it with all points in this territory, as well as its
proximity to the great trade centers, render It raost convenient
to those cities for the transaction of their business, and no
other city would be so convenient for the Banks of this section,
frosting you may give this your frvorable consideration,

of Richmond and we sincerely hope that Richmond may be
successful in securing the location of the Bank which
will mean much to this section of the State and which,
of course, would be very {derogatory to the local interests
of this section of the country should we fail to secure
its location in your city.

We have already written Congressmen Glass and
Holland, and we received a reply from Mr* Holland to-day,
a copy of which I enclose.

While he doesn’t commit

himself, yet de practically does, for he says he is in
favor *of the location of one of the Regional Reserve
Banks in this State,” and what other location in Virginia
is there for one except Richmond?
We had a letter from Senator Martin’s secretary
yeaterday, advising us that the Senator already had the
matter under consideration, and would give it further
attention upon his return to Washington from the Holiday
recess of Congress.
We will do whatever we can for Richmond, and will
send you copies of any other replies of interest which we
receive.

In regard to the lath Co.Nat.Bank at Hot
Springs,Va. will say, I am no longer connected
with that bank., I know of no reason why that
bank should not support Richmond.

A resolution was unanimously adopted today by our directors,
favoring Richmond, Virginia for the location of a Federal Reserve
Bank.
To tills f ~wish to add my personal endorsement, if I may be
permitted to do so, and my reasons therefor.
“
While I am n a t u r a l l y prejudiced in favor of Richmond, my native
srity, I feel that in my very humble way I am qualified to speak of
the advantage a Federal Reserve Bank at that point offers to the
banks of Virginia, North and South Carolina, Eastern Tennessee,
Eastern Kentucky and West Virginia, as prior to my connection with
this bank, I had charge for some time of the transit department of
the Bank of Richmond, Mr. Williams being President of the bank.
Subsequently I was connected with the same department at the First
National Bank of Richmond. From my experience at those two insti­
tutions I know that the clearance of out-of-town items of themajori­
ty of the banks in the states mentioned was effected through Richmond
to a larger extent than through Washington (where 1 also had charge
of the mail department of one of the banks for a short time), Atlanta,
Louisville and possibly Baltimore.
Since I have been cashier of this bahk in a town v/hitah is only
a few miles from the West Virginia line, I have found that for pure­
ly business reasons and not for personal reasons that Richmond is
the logical point for our foreign clearances, and consequently the
natural centre, from a financial standpoint, of the territory in­
cluding the Virginias, Carolines, Northern Georgia, Eastern Tennessee
Eastern Kentucky.

I have your letter requesting my reasons for ihinking that
Richmond is the logical location for a Federal Reserve Bank in this
territory#
To include in my statement all of my reasons would require
a letter of Buch length as to test the patience of the Organization
Committee# and would simply be a repetition of all the arguments that
have been advanced in favor of Richmond* I have not yet seen or heard
any valid argument against Richmond#

Several years ago I was in charge of the transit department
\
of one of the Washington banks and resigned to accept a similar position
in Richmond* My experience in that department and subsequently in the
discount department# gave me an excellent opportunity to compare ^he^advantages of the two cities* Since I have been in Covington# it has^proven
to me that on account of the facilities for clearing our items and the
volume of business on this section; the familiarity with conditions in
this state and the Carolinas# and the train schedules by reason of which
business can be handled on a one-day basis# Richmond is the logical banking
centre for Virginia, the Carolinas# Eastern Tennessee# Eastern Kentucky
and a part of West Virginia.
In the past three years# we have been able to borrow money in
Richmond at a better rate than in Washington# Baltimore or New York* When
we have had surplus funds# we have been able to purchase prime commercial
paper to best advantage through Richmond*
