Hoxton, Executive Secretary of the Board, has been appointed Secretary, e f f e c t i v e November 1, 1920, and has been designated Acting Secretary f o r t h e p e r i o d October l 6 t h t o November 1 s t . Mr. R.G. Emerson, A s s i s t a n t Secretary of the Board, has been appointed A s s i s t a n t to the Governor, e f f e c t i v e October 16th, 1920* Mr. Walter L. Eddy has been appointed A s s i s t a n t Secretary of the Board, e f f e c t i v e October l 6 t h , 1920. Mr. James F.
