Dear S i r : I t is requested t h a t i n s t r u c t i o n s be given t h a t in sending l e t t e r s with enclosures t o the Federal Reserve Board., the enclosures s h a l l bear an i d e n t i f i c a t i o n mark and be folded t o g e t h e r and attached t o the forwarding l e t t e r with a c l i p or a rubber band. The Board f r e q u e n t l y receives l e t t e r s containing enclosures t h a t do not bear i d e n t i f i c a t i o n marks and. are not attached to t h e forwarding l e t t e r .
