Dear Sir:
Enclosed. you vdll find copy of a letter, dated January
20, 1942, addressed to the Board of Governors by the Honorable
James Forrestal, Under SecretarJ of the Navy, and a copy of Governor Draper's reply thGreto, relatlng to Executivo Order No.
9001, dated December 2'7, 1941.
In all probability the Defense Contract Officer at
your head office and branches, if any, will receive requests
from Inspectors of Naval Materiel, Supervisors of Shipbuilding,
Commandants of Naval Districts, o,nd contro.cting officers of the
Navy for confidential reports regarding industrial concerns in
connection with the awarding of contracts and the making of advcncc pc.yments. It will be appreciated if you will forward to
this office a copy of each of the reports made cy- the Def8nse
Cont:r·act. Officer at your head office and branches, if any, advising the name of the officer to whom the repo:·t was furnished
and the name and address of' the concern involved. In those
cases whe:ce the report is f\J.rnished in connection vrith an advance payment request, please also set forth i:1 the copy of the
report forv,arded -to this office th'3 numb0r and amount of the
contract, th-3 date of its execution, the article or articles
contracted for, o.nd the amount of the advtnco peyment requested.
Your cooperation in assisting the Navy Department will
be very much appreciated.
