R e p o r t i n g v i o l a t i o n s of c r i m i n a l s t a t u t e s by employees
of Federal Reserve Banks.

Dear S i r :
I t appears, t h a t the Federal Reserve Banks have i n some
cases f a i l e d to r e p o r t promptly v i o l a t i o n s of the c r i m i n a l p r o v i s i o n s of S e c t i o n 22 of the I n d e r a l Reserve Act, and S e c t i o n s
5208 and 5209 of the Revised S t a t u t e s .
As t h i s i s a m a t t e r w i t h i n the j u r i s d i c t i o n of the Department of J u s t i c e , the Federal Reserve Board f e e l s t h a t n e i t h e r
i t nor the Federal Reserve ->anks should undertake t o decide
whether or n o t such o f f e n d e r s should be prosecuted b u t t h a t every
v i o l a t i o n should be r e p o r t e d to the Department of J u s t i c e f o r
such a c t i o n a s i t may deem a d v i s a b l e .
You a r e r e q u e s t e d , t h e r e f o r e , t o r e p o r t t h e f a c t s i n
a l l cases of v i o l a t i o n s of Section 22 of the Federal Reserve
Act or S e c t i o n s 5208 or 5209 of the Revised S t a t u t e s coming t o
your n o t i c e to the l o c a l United S t a t e s D i s t r i c t A t t o r n e y and a l s o
t o send a f u l l r e p o r t of the matter to the Federal Reserve Board.
This r e p o r t t o t h e Board should be made i n d u p l i c a t e i n order
t h a t the Board may t r a n s m i t a copy of the r e p o r t t o t h e Department
of J u s t i c e which may then take such a c t i o n a s i t c o n s i d e r s a d v i s a b l e i n each c a s e . In making such r e p o r t s i t would n o t be
improper to recommend clemency f o r the o f f e n d e r s i n those cases
where you f e e l t h a t the circumstances j u s t i f y such a recommendation.
