Gentlemen: There i s enclosed a copy of a l e t t e r dated November 29 from t h e postmaster of Baltimore, Maryland, c a l l i n g a t t e n t i o n t o the f a c t t h a t t h e envelopes or wrappers c o n t a i n i n g packages of checks, e t c . , sent by f e d e r a l Reserve Banks, branches amd c o r r e s pondents, aire u s u a l l y of such size and c h a r a c t e r t h a t they a r e e a s i l y mistaken f o r p a r c e l £ost mail, and suggesting t h a t an order be issued f o r t h e proper wrapping of such packages and l a b e l i n g " f i r s t c l a s s " i n conspicuous l e t t e r s i n order t h a t t h e r e may be no d e l a y s i n the handling of such m a i l . The envelopes, or wrapper s> containing shipments of checks between the Federal Reserve Banks, branches and t h e i r Correspondents, a r e f r e q u e n t l y l a r g e r than ordinary l e t t e r s , and, i n some i n s t a n c e s , they a r e wrapped so poorly and put up i n such shape t h a t they a r e e a s i l y mistaken f o r p a r c e l post n a i l * One i n s t a n c e t h a t came under my observation was t h a t of a l a r g e package of checks from the Federal Reserve Bank of Saint Louis, to the Federal Reserve Bank Of New Yo.t*k> which was missent to Baltimore, Maryland, i n a sack of p a r c e l post mail; and ag^.in, r e c e n t l y , the Federal Reserve Bank of Baltimore complained of t h e delay of two hours i n t h e r e c e i p t of a l a r g e package of checks coming from Philadelphia, Pennsylvania; the delay, I b e l i e v e , was due t o i t s being t r e a t e d a s a p a r c e l post package. I have t o o f f e r t h e suggestion, if i t meets with your approval, t h a t the Federal Reserve Board be induced t o i s s u e a general order t o t h e regional banks and t h e i r branches and a l s o r e q u e s t t h a t they, i n t u r n , ask t h e i r correspondents, whenever a package of checks i s unusually l a r g e , t h a t the envelope or wrapper be p r i n t e d or stamped conspicuously " F i r s t Class".
