FEDERAL RESERVE BOARD WASHINGTON x-36g4 April 6, 1923. SUBJECT: Shipments New Federal Reserve Notes. Dear S i r : In compliance with a j o i n t suggestion of the Post Off ice a u t h o r i t i e s and the Secret Service and a s an a d d i t i o n a l safeguard and p r e c a u t i o n a g a i n s t l o s s in the shipment of Federal Reserve notes the Board r e q u e s t s t h a t i n t h e f u t u r e a l l r e q u i s i t i o n s f o r Federal Reserve notes in denominations of f i v e hundred d o l l a r s and upwards s h a l l include a r e q u e s t f o r a small amount of lower denominations, p r e f e r a b l y f i v e s or t e n s , i n order to avoid so f a r as p o s s i b l e , shipments of l a r g e amounts in p a r t i a l l y f i l l e d pouches. The p o s t a l a u t h o r i t i e s and the Secret Service a r e of the opinion t h a t the danger of l o s s i s g r e a t e r from a r e g i s t e r e d pouch which i s only p a r t i a l l y f i l l e d than one f i l l e d to i t s c a p a c i t y b e cause of the f a c i l i t y with which i t might be removed from a shipment and the suggestion i s made t h a t such shipments cont a i n a s u f f i c i e n t number of packages to f i l l a pouch.
