addressed to Government departments and agencies
other than military by Brigadier General Donald H.
Connolly, Military Director of Civil Aviation, regarding priority travel on scheduled air carriers.
Since. persons signing the priori"b; travel
certificates must certify that the travel is necessar;r to the successful prosecution of the war effort,
and since it is urgnd that the number of persons authorized to sign the certificates bo limit~::d as much
as possible, you will, no doubt, wiHh to require
that any such .:>3rtificates issued b',f" your Bank be
signed Q7 the President or, in his absence, qy the
First Vice President.

Priority Travel on
Seheduled Air Carriers

Each Scheduled Air CarriE.:r has been instructed by
this office to grant priority t:cansportation upon presentation of a certificate, in the form shovm on attached sample;
signed by an v.pproved executive of a Federal Departrnont or
Agency, or other competent Government official.
The granting of a priority makes it mandatory upon
the Air Carriers to remove other passengers or cargo if necessary, cu.using delay and inconvenience to these passengers
or shippers whose tran:~portation may be of importance. Consequently, it is urged that the per·sons authorized to sign
the certificate be limited as much a.s posSible. This certification may be made by telegram to a person requiring priority,
as explained in the attached in::;tructions.

The Air Transport Industry Representative may route on any airline or
a:ny flight consistent with the required arrival at destination and
availability of the passenger for departure.
Clearing of space for passengers or cargo of higher priority classifications than "other than military" may require displacement of
passengers in this classification.
Use of the certificate below makes it mandatory 11pon air carr~ers to
provide space for transportation stated, remov::!.ng passengers and
cargo if necessary.
Airline office ;:;hould be contactt'ld for reservation and to' register
priority s.s soon as possible, because priori t:-l passeng•3rs in the
same classification will be carried in ordar of the time reservation was made and priority established, if a schedule cannot accommodate all priority requests made for it.

This form must bear the signature of an approved exocutive of the issuing It'ederc:•l Depc.rtment or Agency. When necessary, a telegram addressed to the person requiring priority, worded as below, and signed
by an approved t'X~cutive will suffice, ru1d the form will be completed
by the passenger at an airline office.
