Dear Sir:
Referring to the Board's letter of Februar.i 5,
1942, (S-436), there is transmitted herewith a copy of a
memorandum dated Februar; 5, 1942, with attachment, sent
to Government depal~tments and agencies b,r Brigadier Gen~
era.l Donald H. Connolly, U.S.A., Military Director of
Civil Aviation, regarding priority travel on scheduled
air carriers.
It will be noted that "Priorities for Air Transportation", Directive No. 3, which s.ccompa.nies the memor8...YJ.durn referred to, supersedes previous instructions and
is designed to clarifY the procedure to be followed in
making application for both passenger an.d cargo priority
space. In this connection attention is called to the
"Priority Cla3sifications 11 which have been established
and to the fact that the wording of the priority certificate has been changed b"J the substitution· of the word
11 request 11 for the phrase "is hereq.r granted".

Directive No. 3 supersedes and cancels Directive No. l, issued
January 15, 19h2, and Dir,:;ctive No. 2, issued J<:muary 23, 1942. It is
the intent of this Directive, which combines and amplifies the two previous Directives, to further clarify the subject of Priorities for Air
Transporta.tion and the procedure to be followed in r;::tld.ng application
for both passenger and cargo priority space or. scheduled air c::trriers.

It does not direct tr::msportation on ;,~ npoeifie airline or flicht

passenger or shipper must request t:1e priority through the Government Department or Agency for which the transportation is nec:3ssary to the successful prosecution of the war effort. To esto.blish the pr·iori ty a;:l authoriz<';d
person in the department or agency must obtain the approval of the office
of the Assistant Chief of Staff (G-/+) in Washington, Executive 2460, Extension 1240. If priority is establis£1ed th.,:: Air Ca.rrier(s) will be notified..
Persons or shippers not employed cy the Gove!'nment ma:,r obtain
priority transportation only through the Government Agency or D(;;partment
or other authority specifically uesignated by G-4, in whofJe intvre:sts the
travel is performed.
The office of the Assistant Chief of Staff and the office of the
Director of Civil Aviation will not receive cullr. from individual
travelers or sh~ppers, and will not act as a reservation office, but will
function onl;r in the establishment of priori ties.

POLICY FOR ADMINIS:J,'ERING PRIOHITI:CS

a.

GENEML

l. It is the po.ucy to administer priority transportation to
cause the least inconvenience to regular passengers and shippers consistent
with the prosecuti::m of the war effort. There will be times when transportation for regula.r passengers and cargo will be d0fern~d to clear space for
priority transportation, but it is felt that this inconvenience will be limited and will not be serious enough to discourage regular passer;_gers and
shippers from taking full advantage of the use of' Scheduled Air Transportation.
2. In considering transportation t-y air it will be borne in
mind the.t there are many flights e£.ch da;;~ between main air terminals. This
frequently makes it possible to use any one of many flights to com:pl<:;te a
mission.

will be displaced by a priority request of a higher classification. When it
becomes necessary to displace priority passengers or r::argo in order to ar::com;nodate priorities of a higher classification, the locu..l priority man on duty
will designate the priority to be removed, based on instructions from G-/}.
He will expedite the removed priority to destination on first possible flight.

RESPONSIBILITY OF· GOVJ<:.'B.NMENT DEPAR'f'lVIENTS

&~II AGFJ~CIES

Government departments and agencies are requested to exercise care
to assure that travel orders and certifir::ates which specifically orde£ priority travel by air - as distinguished from or:lers which marel;r authorize
travel by air for the convenience of the individual - are limi +,ed to those
cases where such tru..vel is necessary to the successful prosecution of the war
effort. It is b;;lieved that tD.is can be test ac:complishcd by each department
or ngency appointing an official who will have the authority to determine
which individuals require priority travel by air and to contact the office
of the Military Director of Civil Avbtion (r£x$cutive 2/+60, Extension 1240)
in cases of question or application. Cooperc.tion is requested in order that
the issuance of mo:c-e drastic meafmres to restrict rr:iori ty air travel may be
avoided.
7.

ORDERS AuTHOHIZING TRAVEL BY Ail\

Personnel traveling on ord.:;rs iYhicr: me:-el:r authorize travel q:~- air
as distinguished from orders directine travel by air, and not hav-ing a certificate which certifies that air travel is neeessa17 to the ::mccessf,.rl prosecution of the war effort, will be essigneci space :in accordance with tbe usual
practices of the scheduled air carriers.
SECTioN III - SPECIAL INElTRUCTICJNS
1.

FOR PASSENGERS

a. Air travel having been det0rmined as nocessary, notify the air
carrier concerned without dolaJr, of the priority reservations requirod, the
origin of tho flight, the dostination, the latest time of arrival at destination which will accomplish the mission, and. of' the fact that you will :;)rescmt
&11 order directing travel by air or a certificab for priority.
b. Secure and present a copy of the t!.·av(:;)l order or a copy of the
certificate requesting the priority air travel to the air carrier as soon as
possible. The right to priority transportation will be established only after
the credentials are presentE.:d to tne air carrier.
c. Check to see if' ticket is properly stamped to indicat8 priority
classification.

CLASS

1. Class 1. Personnel of the White House who are not known
to airline personnel may be requested to present some form of positive identification.

2. Class 2 and 3. Military personnel (War, Navy, Marine
Corps, Coast Guard and Allied i'!iili tary Personnel) will be identified by
presentation of a special order which will direct trave}_ by air as distinguished from speci.il orders wh.ich merely authorize tr~:wel by air.
3. Class 4. Cargo. When uir cargo is to be shipped on a
priority basis a request for priority ei the:c in vvri ting or by telephone
(later confirmed in v'.Titing) will be made by the interested Government Department or Agency to the Air Transport Priority and Assignment Section
(Office of the Assistant Chief of Staff, G-4), Department of Corrunerc:e
Building, Room 5.317, telephone Executive 2460, exten;3ion. 1:~40, w::w will
inform the air carriers of the priority to be assignad and arrange the details of the s:-lipment through the .A'l'A Liaison Office in the Office of the
Military Di.rector of Civil Aviation. This reouest will conta~in the fol}Qwing informatioq:
