In conclusion, the Board finds itself unable to agree with the main
provisions of the bill.

It is convinced that the evils which the bill

proposes to correct do not exist; that the organization which it proposes
to establish would result in less satisfactory service to the country,, and
that its enactment would bo a retrogression and not a forward step in the
development of the banking system in the public interest.
