THE WHITE HOUSE
WASHINGTON

June 6, 1939

MEMORANDUM K R HONORABLE MARRINER ECCLES:
I am in favor of legislation which is
directed specifically to meet the problem of loans
to small business. I am anxious that the Administration's point of Tiew be coordinated and I have
asked the Secretary of Commerce to head up a small
informal group to present to me a proposal.
I am, of course, anxious that Senator Mead
be kept in the forefront of this legislation.
