There is also attached a copy of a draft of a bill to give the Board authority to increase reserve requirements on foreign deposits and to require that foreign central banks and governments hold their American balances with the c Federal Reserve banks, a draft of a resolution for the Board1s consideration at the mooting on Juno 24, and a memorandum containing a tontative statement of reasons for the proposod resolution.
