Dear Senator:
Yesterday I had an opportunity to present before the
Joint Co:?Eaittee on the Economic Report, in i t s hearings on the
President's economic Hejjort, a summation of my ideas on what I
feci should be the limitations of our m i l i t a r y and foreign aid
program, and the reasons f o r such limitations end the manner in
which we should meet the i n f l a t i o n a r y impact of such a program
