Dear Bob: Chairman Eccles requested me to send you the enclosed copy of the talk which he gave before the National Industrial Conference Board in New York last week at what was supposedly a closed discussion. Subsequent newspaper reports appeared, however, that were rea&rkably inaccurate. Accord ingly, the Chairman decided yesterday to give out the text of what he actually had to say.
