Dear Mr. E c c l e s :
As you know, I have been g r e a t l y concerned over the delay of Congress
in enacting the l e g i s l a t i v e program recommended in the Baruch-Hancock report*
Fortunately, j u s t before the Summer r e c e s s , Congress passed S. 1718
which r e l a t e s to settlement o f terminated c o n t r a c t s . Unfortunately, they did
not pass the unemployment insurance so necessary t o human demobilization.
Another e s s e n t i a l part of the program i s the assurance of adequate c r e d i t f o r
small and medium sized businesses through amendment of the Federal Reserve
Act, as outlined in the plan which you submitted to me l a s t December and which
was s e t f o r t h in general terms in my r e p o r t .
I was glad t o note that under date o f May 15th, Chairman Wagner and
Chairman Spence introduced companion b i l l s , which, i f enacted, would implement
t h i s plan. The f i n a n c i n g mechanism embodied i n these b i l l s w i l l be very h e l p f u l and indeed necessary, p a r t i c u l a r l y during the impending t r a n s i t i o n p e r i o d .
In addition t o f a c i l i t a t i n g the financing of reconversion, i t would
be an important aid in financing businesses which do not require reconversion,
including new enterprises so that they can do t h e i r f u l l share in the resumption
of our c i v i l i a n production.
Now that Congress has reconvened, I hope that the Banking and Currency
Committees o f the Senate and the House w i l l promptly hold hearings on these b i l l s
and that no opposition w i l l be encountered. There would seem t o be no valid
ground on which anyone should o b j e c t t o your plan which, in essence,merely r e leases f o r timely use a t this c r i t i c a l period unused funds appropriated by
Congress ten years ago f o r the very purpose of helping businesses which cannot
otherwise obtain r e q u i s i t e f i n a n c i n g .
Please advise me i f there i s anything I can do to a s s i s t in the early
enactment o f S. 1918 and H. R. i*80J+.

in your l e t t e r in that in the second paragraph you refer to

your l e t t e r you o f f e r to assist in the early enactment of
*S 718" whereas you intended to refer to S. 1918, th* pending
b i l l relating to section 19b«
