COPY DEPARTMENT OF STATE "WASEINGTON February 8, 1945 My dear Mr. Yest: Thank you very much for sending the list of statutes which provide for committees or agencies composed of heads of executive agencies, and also for sending a memorandum and suggested section providing for the creation of a Policy Council in the Bretton Woods statute* As you know, it is the position of the State Department that the bill as presented to Congress should not include provision for a Council, but if Congress wishes to provide for one, I understand we would be agreeable to a proposal along the general lines suggested by you.
