Dear Mr. Eccles:
I am enclosing the copies of the recommendations
regarding a suitable housing Bill and the administration of one
as I promised when we met in Mr. Steagell's office last Wednesday.
Inasmuch as I was a?,:ay since last Thursday morning, I could not
conveniently mail them sooner.
The recommendations in the attached copies are
based upon my three years1 study of European experience and some
knowledge of American conditions. Should you care to know the
reasons for my contentions, I will be glad to talk with you at
any time convenient to you.
I am at present writing a book for the Bureau
on Housing in Foreign Countries, and these recommendations were
drav.-n by me of my own accord. They are not official. I mention
the Department of Commerce as central agency for carrying on the
if.-ork because I am connected with it, although it could very well
be such central agency.

to you, and with most high esteem,
