As you probably know, the Second Annual Meeting of the Boards of
Go ernors of the International Bank and the International Monetary Fund
is now scheduled to take place in London in the second week of September.
As U. S. Governor of the Bank and Fund, I should very much like to have
you attend these meetings in your capacity as a member o:c the National
Advisory Council. In case you should not be able to attend, I should be
glad to have you designate your alternate on the National Advisory Council
to attend in your ij
In order that adequate steamship and hotel accommodations will be
available, I have already submitted tentative space requirements for the
United States delegation* I understand that block reservations have
been made on the Cjieen Elizabeth, which is scheduled to sail from New York
about September 3, 194-7• Reservations for return passage have also oeen
made. In this connection, I should mention that your travel and. other
expenses will have to be met by the Board, of Governors of the Federal
Reserve System*
I snail, of course, be pleased to try to provide you with aiy further
information you may aesire at this time.
I hope that you will find it possible to attend these meetings, and
I should appreciate if you would let me know o:. your decision as soon as
your plans are firm.

Dear Mr* Ixcles:
Reference is made to my letter oi June 17, 194-7, concerning the
Second Annual Meeting of the Boards of Governors of the International
Bank and the International Monetary Fund.
I am enclosing herewith a set of forms designed to provide the
Bank and the Fund with certain information regarding the individual
requirements of the members of the U. S« group for transportation and
hotel reservations. These forms should be executed by you or on your
behalf if, as I hope, you find it possible to attend the London
Meeting. In case you should not be able to attend, and desire to be
represented by your alternate on the National Advisory Council, the
forms should be executed by your alternate.
Since the Lank and the Fund would like to have the requested
information at an early date, I should appreciate it if you "would
return the completed forms to me as soon as your plans are firm.

Many thanks for your letter of June 17 inviting me to
attend the Second Annual Meeting of the Board of Governors of the
International Bank and Fund in ay capacity as & member of the
National Advisory Council*
I wish that I vere able to take advantage of this opportunity, but unfortunately I have already v&de other plans for
the period involved and aa afraid that I shall be unable to accept your invitation. However, I welcome your suggestion that
I be represented by my alternate on the National Advisory Council,
end Mr, Knapp vlll b© available to work with you at the Conference,
I have turned over to him the forms enclosed vith your letter of
June 24 and he will return then, to you shortly. I understand that
his expenses for this trip will be borne by the Board of Governors.
Incidentally, I plan to b© avay from Washington from
about August 15 until the time of jfeutr departure for London* I
am hoping that the Council will be able to find time before
August 15 to consider the problems expected to arise at the London
Conference and to determine the United States1 position in connection therewith. I have asked Mr, Xnapp to pursue this matter in
the Staff Cossaittee.
