Dear Mr. Eccles:
The national Association of Supervisors of State Banks is to
have its annual conference at the Mayflower Hotel, Washington,
D. C., September 24, 25 and 26. I would like to ask, and I
know all the members would feel highly honored, you to appear
on the program, on a subject of your choosing. I hope that
you may arrange your various schedules so that you may be with
us at that time.
As you know, our members have been working in harmony and close
cooperation with the Federal Reserve System, and we have had
a good number from your System in attendance at our various
annual conferences. In the past it has been the practice of the
Regional Federal Reserve Bank to have a part in entertaining
the supervisors— usually a cocktail party and dinner. I
would be glad to know if your Board would like to commit itself
to this extent in entertaining the supervising group during the
September conference. The cooperation of your Board and its
personnel will be highly appreciated.

Dear Mr. Leggett:
On behalf of Chairman Eccles who is on a trip in the
West, I wish to acknowledge receipt of your letter of April 23
inviting him to speak at the annual conference of the Association
at the Mayflower Hotel on September 24-, 25 and 26. He will be
back in Washington on May 10, but if you would’prefer to have me
got in touch with him before that date, I shall, be glad to do so.
Of course, if we happen to be in telephone communication I shall
bring the matter up and let you know his answer promptly.
With regard to your further suggestion, oddly enough
a letter was sent to Mr, John D. Hospelhorn, Chairman of your
Executive Coramitt.ee, on April 24- after the Board had discussed
the matter and requested Mr. Clayton to inquire informally as to
whether an invitation by the Board for a dinner would be favorably
received, Mr. Clayton’s letter is dated April 24- and yours was
written only the preceding day, so in effect the letters with the
identical ideas crossed in the mails. Accordingly, I am able to
answer this inquiry in a most enthusiastic affirmative. The time
and arrangements most convenient to you can be determined later
on, of course.

the National Association of Supervisors of State Banks in
September, we have set the time for the talk "by Chairman Eccles
at 11:20 A.M. Thursday, September 25. This is the last speaker
in the morning and the time period runs to 12 o ’clock. Will
this "be satisfactory to Mr. Eccles? I would appreciate it if
you would let me know the subject of Mr. Eccles talk as soon
as he has determined it so that we may use it in our program
preparations.
I had to make a flying trip to Washington yesterday in
connection with conference arrangements and endeavored to
contact you on the telephone hut you were away from the office.

Dear Mr. Elmore:
The time which you suggested for Mr. Ecoles to
speak, that is, at 11*20 A.M. Thursday, September 25,
titie deadline being 12sQ0 noon, is entirely agreeable to
him.
Ee has not, however, as yet been able to conjure
up a subject although I discussed with him in a general
way what we talked about, namely, his setting his own
record straight about the dual banking system once and for
all, I hope. I have also urged him not to have a set speech
because of my strong preference for extemporaneous talks
rather than the often belabored reading of a text. How­
ever, that is not yet settled.

If you will recall, Mr. Iccles is to appear on the program at
our annual conference to be held at the Mayflower Hotel, September
25: and 26.

In this connection, I would be glad that you talk with Hr. Iccles
as early as convenient, and if you can, advise the subject on
which he is to speak. I would "be glad to have this by around July
20, as the Secretary expects to get out an advance agenda, which
should go to the printer around the 1st to 10th of August.

have as the dinner speaker on Thursday evening, September 25, at
which time your Board is to give a reception and dinner to the

I believe when I talked with you we discussed the possibility of
getting Secretary of State Marshall to the dinner. I wonder if
you have given this any further study and if anything has been done*
On account of the International situation, I feel that Secretary
Marshall's appearing on the program would create immense interest
and attention among all those attending the conference*

Dear Mr. Leggett:
This is to thank you for your letter of July 3, to
which I would have responded earlier but I wanted to discuss
with members of the Board the question of a dinner speaker for
Thursday evening, September 25. Incidentally, the dinner and
reception are planned for the Mayflower Hotel*
After discussing the matter, the Board came to the
conclusion that it would not be possible to get Secretary Marshall
to speak, and at this juncture I do not know the ánswer to the
speaker problem but will let you know.at the earliest possible
moment*
I. agree that Secretary Marshall's appearance would be
a ten-strike, not because he is especially gifted as a speaker,
but because of his commanding position in the world today, I
wish it were possible to get him but it seems to be out of.the
question.
I have previously advised Mr, Elmore that the appointed
tiara, that is, li:20 to noon on Thursday, September 25, is en­
tirely satisfactory to Mr, Scales. He has not, however, conjured
up a title for his talk, but if you need some title for program
purposes tie can invent a general one, such as "The Economic Out­
look from the Viewpoint of Banking.,'1
