Dear Mr# Eccles:
In the American Banker of September 18, I read
the detailed report of your address before that Nat­
ional Association of State Supervisors of State banks.
Indeed, I like your long-range, clear, and practical
ideas on banking, etc# It is regrettable that your ideas
•were not incorporated in the laws enacted in 1933 and 193$,
•while most all interested parties would have accepted themj
now many m i l protest such changes in our banking system.
"Necessity” is the greatest mother of invention.
Too many of us wait for a "necessity" before acting.
We close too many doors after the horse gets out#
