Dear Governor Eccles:
Following up our telephone conversation, the dinner
on Thursday, February 23, will be served in the Congres­
sional Boom of the Willard Hotel, promptly at seven
o'clock. It will be stag and informal. There will be
a pre-dinner reception beginning at six, and we would be
happy to have you come at such time as may be most con­
venient.
We would like to have you tell us something about
the money system,— the characteristics of money, how it
is created, how it works, and on what security it rests.
I think if you would talk for about U5 minutes, and
allow about half an hour for questions, we could adjourn
about nine or nine-fifteen.
Your audience will be mature men holding fiscal and
accounting positions in the various agencies of the Gov­
ernment, but they are men who are not trained in the
technique of the money market. These men formerly worked
under my supervision in the Treasury during the thirties
when we had the responsibility for accounting for the
funds appropriated by Congress for relief and work relief.
You will find them to be friendly and appreciative.
