Farley Chairman, Democratic National Committee Biltmore Hotel New York, New York Dear Friend: Just a line to advise you that last night, Marriner S. Eccles, Chairman of the Federal Reserve Board, gave a wonderful address before the University Club here in Des Moines. He handled his subject in a wonderfully fine way.* The meeting was well managed with the result that there was an attendance at the meeting of 375 of the lead ing business and professional men of the city of Des Moines the great majority of whom were Republicans* In no other way would it have been possible to get this group of men out to hear one of the very best speeches that we have had in Iowa during the whole campaign. His speech was supposed to be a non-partisan address. In a way it was; on the other hand, it is absolutely impossible for Governor Eccles or anyone else to discuss the subject of the Federal Reserve Bank, its functions, and Govern ment finance without making a wonderful defense of our Adminis tration, including govermental expenditures, the budget, relief expenditures, agricultural benefits, national income, increased federal revenues, deficit and credits as against the sane, in flation, the Banking Act of 1933, the Banking act of 1935, et. If several meetings can be arranged in other cities, his speech will be a wonderful help in the campaign* I cannot help but believe that the bankers, business men, and professional men of Bes Moines were disarmed in no small degree and that this will result in a partial breaKdown of the Landon support among bankers and business men. It was hard for them to take. I feel sure that it will cause many of them to change their attitude respecting our Administration. Others will, of cours, probable vote for Landon but I am sure they will not continue to make many of the statements they have been making. real gains every i S R 4 us. http://fraser.stlouisfed.org/can give Federal Reserve Bank of St. Louis l>^4Si8!Brell^S.$|8^5i8P c 0 p Y Honorable James A* Farley Page 2 October 3rd, 1936 With kindest personal regards and best wishes, I am Sincerely yours, (signed) Hubert Utfcerback, M.c.
