Dear Maple: Quite by chance and much to ny surprise, I learned that a t the meeting arranged by the Federal Deposit Insurance Corporation with State Bank Supervisors, an opportunity %a3 given to Mr. Walter French, Deputy Kanager of the American Bankers Association, and Mr. Robert U. IIane3, former President of the American Bankers Association, to present their arguments against 3 . I4O8, which would continue and improve the authority of the Federal Reserve to render service to a l l commercial banks through guarantee in part of loans. I am advised both by Mr. John D. Hospelhorn and by Mr. E l l i o t t Bell that the arrangements f o r t h i s meeting were made not by the supervisors, but by someone at the FDIC. When I heard about t h i s , I got in touch with 3ome of the State Bank Supervisors, who said they would be glad to give me an opportunity to be heard on the other side. Accordingly, I spent about an hour on Friday afternoon discussing the b i l l with them from the Board's standpoint. While I do not know how French and Hanea managed to maneuver themselves into the meeting, i t was hardly in accordance with that s p i r i t of cooperation whioh you and I want to maintain. In the interest of continued good relations, I wanted to bring the matter to your attention because I f e l t confident that had you realised the one-sidedness of the arrangement you would not have permitted i t to take plaoe under tho auspices of the FDIC, and would want to do whatever i s appropriate to avoid ooourrences of t h i s sort in the future.
