Dear John: I am enclosing a copy of a note which I have •written to Averell Harriman, folloving up a discussion which I had with him recently concerning the form of organisation which might be set up in the U,S. Government to cany out the European recovery program. 1 do not know what the present thinking on this problem is in the different branches of the Government, but it doee seem to me that serious consideration should be given to adapting the existing N.A.C. sachinery to the requirements of this program.
