February 8, Mr. Harold 0. Smith, Director, Bureau of the Budget, Washington 25, D. C. Dear Mr. Smith: In a letter dated January 17, 1946, Mr. F, J. Bailey states that you would appreciate receiving en expression of my views with respect to a draft bill providing for the inclusion of the Secretary of Agriculture as a member of the Advisory Board of the Export-Import Bank and as a member of the National Advisory Council on International Monetary and Finsnci&l Problems. In general, I would be reluctant for purely practical reasons to see the membership of these two bodies expanded unless a very good cas* could be made for the addition of new members. However, as the head of an independent agency of the Government, I would prefer not to pass judgment upon the merits of an application for membership from one of the Government Departments, and would rather leave this judgment to the three heads of Departments who are isy colleagues on ths two bodies In question.
