BANK

OF WILLDWS
CARROLL F. BYRD

WILLDWS, CALIFORNIA

April 15, 1946

Hon. Marriner S. Eccles,
Chairman of Board of Governors$
Federal Reserve Building,
Washington, D. C.
Dear Governor Eccles:
I arrived home last Thursday without further adventure•
I wish to assure you of my appreciation for the time you
gave and the courtesies extended to E. S. Beasley, Col. Wozencraft
and myself on our recent trip to Washington•
I wish to very respectfully call your attention, however, to
the urgency, as far as Independent Bankers Association of the
Twelfth Federal District is concerned, of your introduction of
the proposed anti bank-holding company legislation prior to the
meetings of the Executive Counsel of said Association in
San Francisco on April 23rd, 24th, and 25th. The Executive
Counsel representatives from all seven Western States will be in
attendance at that tiiae, and they a re planning to lay the groundwoiic for submitting the proposed bill to be so introduced to the
consideration of the various Conventions of State Bankers Associations
throughout the United States • The introduction of this bill will
at least provide the Independent Bankers with a rallying point or
groundwork sufficient to provide the intelligent education of, and
discussion by, bankers throughout the United States concerning the
necessity for National legislation to correct an existing condition
that needs correction.
I am enclosing copy of w^ letter written this date to Undersecretary of the Treasury, Max Gardner9 for your full information*

for your very courteous treatment of the writer, I remain
Very respectfully yours,
