To meet seasonal and other reserve drains only in part, requiring banks
to borrow some of the reserves needed so as to restrain bank credit and
deposit expansion at a time when credit demand was very large and the
economy was fully employed.
Purchases in August and September were made primarily at times of
Treasury refunding operations and were offset in pert by subsequent sales.
