The word "register" is used here to denote a group of pages
•which contain information about the whereabouts and contents of a man's
papers, a skeleton sketch of his life, and whatever other material would
be useful as a guide to the collection. The term has been adapted from
the usage of the Library of Congress.
These folders, of which only two complete copies exist, contain
registers of more than a hundred collections pertinent to the history of
the Federal Reserve System, The information included in them has been
gathered from many sources, and compiled in the office of the Committee
on the History of the Federal Reserve System, As a compilation, this is
a research aid still in progress. It will grow as further work done in
these papers reveals additional information which can be added to the
respective registers, and as other collections of papers are discovered
for which new registers can be made and added to the group.
A short version of this material, consisting of face sheets and
biographic sheets, but without content lists, description of series or
inventories, has been distributed to a selected list of libraries.
The material in these folders should be handled as confidential
guides to the whereabouts and, where sufficient information exists, to the
contents of the collections listed. Part of the information they contain
was gathered from public sources. Some of it is copyrighted. Much of it
was given to this Committee solely for the use of responsible scholars
working under its auspices on the History of the Federal Reserve System,
Its use should be restricted to such persons.

These papers ere listed as extracted from the article, "Woodrow Wilson
In His Own Time," by Katharine Brand, in the Library of Congress Quarterly Journal
of Current Acquisitions. Data beside each name is also taken from this article,

Alexander, J. S. - Successor to Wm. C. Redfield as Secretary of Commerce in 1917.
Papers are believed to have been destroyed many years ago in an office fire.
Baker, Newton D.-*- Second Secretary of War under Wilson (succeeded iiindley M.
Garrison) -who sew country tnrough first major world struggle. Papers have been
in Library of Congress for some years, and a consideraole addition to the collection is expected in the near future. These have especial interest for the
biographer and student of military nistory, since the minds of the Commander-inC.iief and nis Secretary of War ran parallel on many matters of principle and tne
application of principle.
Bliss, Tasker H. - One of the five American Commissioners to Negotiate Peace at
Peace Conference of 1919. Papers are in Library of Congress,
Cleveland, urover - President of the United States. Was for some years Wilson1s
friend and neighhor in Princeton, Papers in Library of Congress.
Colby, Bainbridgefr- Secretary of State under Wilson, Special contribution of
these papers is in the final days of the administration, when this country^
relations with Russia were of vital concern and when the Presidents hopes for a
League of Nations in which the United States would play a strong part were being
gradually beaten down. The Colby papers also contain some material relating to
his law partnership with Woodrow Wilson, after the matter1s retirement from
office. The papers are in the Library of Congress.
Connally, Tom - played a part in country's legislative history during all or part
of the Wilson Administration. Papers in Library of Congress.
Norman H.*- Financial adviser to President Wilson at Paris and outstanding
member of this country's diplomatic corps, capers in Library of Congress.
Dodd, William £. - One of Wilson's early biographers long before his appointment by
Franklin D. Roosevelt to the Ambassadorship of Germany. Papers in Library of
Congress.
Flood, Henry D. - Cnairman of the House Foreign Affairs Committee during World
War I. Papers in Library of Congress. Papers are voluminous but unfortunately
lack, for the most part, materials relating to the powerful committee which he
headed•
Garfield, Harry A.* - Called to Washington during the war to be Fuel Administrator by Wilson. Papers in Library of Congress.

Garrison. Lindley M. - Wilson's first Secretary of War. Papers have been preserved
and mede available in the Firestone Library at Princeton University.
Gregory, Thomas V. - Papers in the Library of Congress. Not a large collection
but all that have been preserved.
Harrison, Leland - Diplomatic Secretary to the American Commission to Negotiate
Peace and subsequently a distinguished career diplomat. Papers in Library of
Congress.
Hay, James - Chairman of the House Committee on Military Affairs until 1917.
Papers are in Library of Congress. Papers few in nuber, but do relate to the
preparedness program.
Hitchcock, Gilbert - Senator, leader of the pro-League of Nations forces in the
treaty fight of 1919-20. Papers in Library of Congress. A small group but
valuable for that period.
Hull, Cordell* - During Wilson administration a member of the Democratic National
Committee, later Secretary of State under Franklin D. Roosevelt, Papers in the
Library of Congress.
Knox, Philander C. - Senator, member of opposition to League of Nation forces.
Papers in Library of Congress.
LaFollette, Robert M. Sr.* - Papers in Library of Congress. Voluminous and
detailed collection is invaluable on many counts, not the least of which is its
usefulness as a kind of corrective in the study of various moot points.
Long, Breckinridge*- Papers in Library of Congress. Long was Third Assistant
Secretary of State under Wilson and specialist in Far Eastern ouestions in Wilson1s
time, and subsequently a member of the country's diplomatic corps.
McNary, Charles L. - Played part in country's legislative history during all or
part of the Wilson administration. Papers in Library of Congress.
McReynoldSt James C. - first Attorney General and, later, by Wilson1s appointment,
Associate Justice of the Supreme Court of the U.S. Papers in Library of Congress.
Meredith, Sdwin T. - Succeeded David Houston as Secretary of Agriculture in 1920.
Family is searching for his papers, but none have been found as yet.
Miller, David Hunter* - International lawyer and member of the "Inquiry" (House
Inoulvy). Papers in Library of Congress. 21-volume diery, privately printed,
has long been an extremely useful part of the Conference documentation.
Palmer, A. Mitchell - Wilsonls third Attorney General, succeeded Thomas Gregory
to this post in 1919• Main body of papers not so far been found, but Library of
Congress has a series of letters - mainly from Woodrow Wilson - to Palmer.
Payne, John Barton - Papers remain with American Red Gross, in i^hich organization
he held tne post of Chairman of the Central Committee from 1921 until his death in
1935* Pspers pertain for the most pert to that portion of his career. Was Cabinet
member under Wilson.

Polk, Francis L. - Acting Secretary of State during Lansing's absence from the
country at the Peace Conference. Papers are at Yale University.
Redfieldi William C.~ Secretary of Commerce, 1913-17. Sucn papers as have been
preserved are in the custody of the Library of Congress, but they are sadly
few in number.
Russell, Charles E. - Member of United States Commission to Russia in 1917, as
was Elihu Root. Papers in Library of Congress.
¥nite, Henry - One of tne five American Commissioners to Negotiate Peace in ±919 •
Papers in Library of Congress.
Wilson, William B. - Secretary of Labor througn both Wilson administrations.
Papers are in the Historical Society of Pennsylvania in Philadelphia.
