new national administration in April 1953* The study
concludes (as of Feb. 1954)* "Prompt reversal of the
Treasury* s debt-management policy which is aimed at
lengthening the maturity of the debt and moving more of
the debt into the hands of non-bank investors is essential. Restoration of short-texm financing and a low
and stable long-term interest rate policy is necessary
to prevent continued deflationary pressure from being
exerted on the economy11 (p. 141) •
